The joint window collapses that sequence into a single intake:

  • One submission. The employer (or the employee with employer support) files once, online in advance, covering the work permit and, where applicable, the residence permit and social-insurance items.
  • Parallel approval. The science/technology and public-security authorities review concurrently instead of waiting for each other; approval time falls from 30–35 working days to about 10 working days in Jinan and Zhengzhou.

How the model is spreading

  • Jinan. For HR and mobility teams hiring foreign staff in China, the joint-window roll-out changes the operating picture in several ways:

  • Faster time-to-work. Where the model applies, the sequence from offer to work permit and residence permit can drop from over a month to roughly two weeks, which shortens the gap between signing and start date.
  • Lower document burden. Cities such as Xiamen have cut document counts by half; the employer no longer prepares separate packages for each authority.
  • Employer pre-filing is the key step. The counter experience is fast because the employer files online first. HR should treat the online pre-submission as the critical path and build a small workflow (foreign-affairs liaison, document checklist, timing) around it.
  • Benefits beyond permits. The integrated service zones typically add social-insurance registration, professional-title consultation and notarisation support, which matter for the employee’s first months in China.

  • For each hire, confirm whether the target city operates a joint work-permit/residence-permit window and what the current processing time is.
  • Assign a foreign-affairs liaison to own the online pre-filing, using the city’s published materials checklist to prepare documents before the employee arrives.
  • Coordinate the social-insurance registration and social-security-card steps into the same intake where the service zone supports it.
  • For employers with multiple simultaneous hires, check whether the city offers batch sessions (as Zhengzhou does) to compress the whole group’s timeline.
  • Keep the employee’s documents (passport, degree authentication, no-criminal-record certificate, medical report, labour contract) in a standardised pack so the online filing can be completed without back-and-forth.
