Hainan says it is the first in the country to build a law-based, all-domain anti-smuggling governance chain covering land, sea and air. Since 2025, authorities have proactively detected and transferred 2,863 leads involving violations, and dealt with 1,494 “three-no” vessels (ships without name, registration or port-of-call papers).
5. Joint inspection and quarantine risk control — “one trigger, multi-point response”
A multi-department coordination mechanism means a risk signal detected by one agency immediately triggers linked action across the island. Since the mechanism was established in March 2025, customs and local authorities have shared 2,377 risk messages and jointly handled 33 risk incidents.

- Factor services. Hainan’s “land supermarket” — upgraded into a “natural resources supermarket” covering land, sea and mineral elements — lets enterprises read, select and buy land on a cloud platform, backed by an integrated smart-governance map.

Provincial officials say the next stage will focus on aligning with high-standard international economic and trade rules, advancing the compatibility of rules, regulations, management and standards, and further lowering the cost of cross-border investment and operations.
