Overview
Hainan’s free trade port (FTP) began island-wide closure operation on 18 December 2025. For importers and processors, the most consequential change is how “zero-tariff” treatment is now organised. After closure, the scope of zero-tariff goods moved from positive-list to negative-list management, covering 6,637 tariff lines. Alongside it sits the processing value-added rule: goods whose value-added through processing in Hainan reaches or exceeds 30% are exempt from import duty when they enter the mainland market through the “second line.”
The design intent is straightforward — let the island import inputs freely, encourage real processing on the island, and only waive the mainland-facing duty when enough value has genuinely been added locally. The operational reality, as a September 2026 industry salon in Hainan made clear, is more uneven: large and well-resourced enterprises are using the policy, while many smaller local processors say it remains out of reach.
The closure regime in numbers
Uptake has been rising. From closure through the end of July 2026, Hainan’s zero-tariff imports totalled RMB 3.624 billion, up 40.1% year on year, and the number of beneficiary entities increased to 102. Announced measures include intelligent quarantine approval operating on an “instant application, instant approval, instant completion” basis, 7×24 hour appointment inspection, a green channel for fresh agricultural products, and inspection and quarantine certificates issued “in the cloud.” These are supported by designated supervision sites, including Yangpu Port for imported grain, the Yangpu International Container Terminal for imported fruit, and the Yangpu Leima site for imported meat.
For importers, the practical value lies in predictability: appointment inspection and cloud-issued certificates reduce the standing time that erodes margins on perishable or time-sensitive cargo, and the designated-site network gives a clearer map of where specific categories must be routed.
The automotive case: from policy to products
The most visible industrial application is in vehicles. At a Hainan session of the 2026 World New Energy Vehicle Conference on 23 September 2026, officials and companies pointed to concrete results: the 30% value-added domestic-sales duty exemption has been applied, special-vehicle modification has achieved batch export, and new business models — including “both ends outside” vehicle modification outside the bonded zone and bonded maintenance of power batteries — have begun to take shape. Hainan also reported that China’s first hot-and-humid road test base for export vehicle type-setting has located in Qionghai, and set out a “three bases” strategic goal with a “chain, aftermarket, digital” direction.
The automotive picture matters beyond cars. It shows the policy working end to end — import inputs, process locally, add sufficient value, then either sell into the mainland duty-free or export. It is a template that other processing sectors can study, provided they can meet the same documentation and filing standards.
Where local SMEs hit the wall
The gap appears at the smaller end of the market. At a 21 September 2026 salon hosted under the Zhongshan deliberative platform, business representatives described a recurring problem: some local small and medium-sized processing enterprises find it hard to enjoy the 30% value-added duty exemption. The reasons cited were operational rather than conceptual — a lack of professional customs-declaration and compliance teams, operating procedures that are not clear enough, and a filing threshold perceived as high. The result, in their words, is a policy that is “visible but unusable.”
Related structural constraints were also raised: the island’s agricultural industry chain is short and breeding operations are relatively small in scale, while supporting services such as cross-border cold-chain logistics and comprehensive foreign-trade services are not yet fully developed. The enterprises’ recommendations were concrete: refine the operating procedures, simplify the filing process, lower the entry threshold, strengthen policy communication and enterprise coaching, and run regular training on closure-related compliance and import-export policy.
For foreign investors weighing a Hainan processing operation, this is a useful signal about where advisory and shared-service support is likely to be most valued in the near term.
Business-environment and digital-trade signals
Alongside the tax and customs measures, Hainan is moving on the regulatory environment. At the same salon, the provincial department for business-environment construction described work to introduce rules on “second-line port” clearance credit management and on intermediary services in government services. It also pointed to the adoption of “one consolidated inspection” and “code-based inspection” practices; a province-wide standardised catalogue of regulatory and enforcement items covering 46 fields and 6,680 items; and a reduction in existing administrative inspection items from 1,956 to 1,613. A three-year campaign on historical issues affecting enterprises reported that, of 950 identified cases province-wide, 834 had been closed, an 87.79% completion rate.
On the digital side, at a 24 September 2026 promotion event in Hangzhou, Hainan — the guest province of the fifth Global Digital Trade Expo — highlighted the operation of the world’s first commercial undersea data centre and held an entry ceremony for the first batch of enterprises into the Hainan aerospace data cross-border processing trade zone.
What foreign companies should watch
- The value-added calculation is the pivot. Eligibility for the mainland duty exemption turns on documenting a 30%-or-above local value-added. Build the costing and documentation model before, not after, committing to an island processing line.
- Facilitation is measurable and usable. Instant quarantine approval, appointment inspection and cloud-issued certificates are operational tools; map your cargo categories to the designated supervision sites to capture the time savings.
- The automotive template is transferable in principle. The vehicle sector shows the end-to-end path working; sectors with comparable import-process-export flows can study it, subject to the same filing standards.
- Support services are a live gap. The SME feedback points to demand for filing support, compliance coaching and cross-border logistics — an opening for service providers as well as a risk to plan around.
- The regulatory environment is being tidied in parallel. Clearance-credit rules, consolidated inspection and a smaller inspection catalogue all reduce day-to-day friction for compliant operators.

- 汽车模板在原理上可迁移。 汽车行业展示了端到端路径的运行;具有类似”进口—加工—出口”流程的行业可以研究,但要符合同样的备案标准。
- 配套服务是现实缺口。 中小企业反馈指向对备案支持、合规辅导与跨境物流的需求——这既是服务提供方的机会,也是需要提前规划的风险。
- 监管环境在同步理顺。 通关信用规则、综合查一次与检查事项目录的精简,都在为合规经营者降低日常摩擦。
