The 2026 “Jianwang” Campaign: Copyright Enforcement Priorities That Affect Content-Driven Foreign Businesses | 2026
Overview
The National Copyright Administration, the Ministry of Industry and Information Technology, the Ministry of Public Security and the Cyberspace Administration of China have jointly launched the “Jianwang 2026” special campaign against online piracy and copyright infringement. It runs from June to November 2026 and is the 22nd occasion on which the four authorities have concentrated on priority categories of works and major online platforms.
The campaign matters to foreign businesses whose output is content: publishers, education and training providers, streaming and media companies, e-commerce operators and companies that train artificial intelligence models.
Key developments in 2026
Four priority areas
Film and television. Enforcement targets cloud storage, browser and search platforms that provide pirated film and television resources, assist their spread or facilitate piracy to draw traffic; unauthorised copying, trimming, cutting into clips and re-editing for online distribution; the spread or sale of pirated resources through livestreaming, proxy searching or traffic diversion; and infringement through streaming terminals such as set-top boxes.
Cultural and creative products. Enforcement targets homogenised plagiarism, follow-the-crowd copying, false copyright registrations, imitation of well-known intellectual property, false collaborations and products made under forged authorisation, sold through livestreaming rooms, e-commerce stores, cultural and tourism sites or campus surroundings, as well as blocked licensing chains.
Books. Enforcement targets piracy of bestsellers, long-selling titles, children’s books, textbooks and supplementary teaching materials; the sale of infringing books and e-book resources, and cloud-drive credentials used to store e-books, through e-commerce, livestreaming and short-video platforms; and “print-on-demand piracy”, mixed genuine and counterfeit stock and traffic diversion to pirated sales.
Artificial intelligence. The campaign addresses copyright compliance for large-model training corpora and targets the use of artificial intelligence and other tools to illegally copy, adapt or disseminate works, including unauthorised “mash-up” editing, “rewriting”, deepfakes and detection evasion.
Enforcement posture and corporate responsibility
The campaign calls for a strong emphasis on investigating and handling cases. The four authorities will press online enterprises to fulfil their primary responsibilities and guide them to establish and improve internal copyright management systems, and call for strict handling of entities that make infringement and piracy their business.
The publishing sector’s 15th Five-Year Plan
The National Press and Publication Administration’s publishing sector 15th Five-Year Plan states that the sector will “vigorously advance technology empowerment and the protection and use of copyright”, and sets out arrangements for copyright trading platforms, copyright asset management, protection of key publications and high-quality datasets in the publishing and copyright field. It states that China will “continue to carry out special copyright protection campaigns such as ‘Jianwang’ and the ‘Youth Copyright Protection Season’, strengthen copyright protection for best-selling books, textbooks and supplementary teaching materials, children’s books and cultural and creative products, and regulate copyright licensing and dissemination order”.
The China-EU seminar on copyright in the digital environment
On 13 October 2026, the China-EU seminar on copyright protection in the digital environment was held in Yinchuan, Ningxia, jointly hosted by the National Copyright Administration of China and the EU-China Intellectual Property Project. Wang Zhicheng of the National Copyright Administration’s Copyright Administration Bureau, Zhai Jun of the Ningxia Press and Publication (Copyright) Bureau, and Dr. Airo of the EU-China Intellectual Property Project attended and addressed the seminar.
Three strands emerged: embracing artificial intelligence with forward-looking thinking; studying and regulating it, taking the revision of the Implementing Regulations of the Copyright Law as an opportunity to build copyright rules adapted to AI scenarios, strengthen monitoring of AI-generated content dissemination and handle related complaints; and exchanging experience in AI governance. Topics covered China-EU copyright legislation and enforcement practice, copyright in the generative AI era, and online enforcement practice and challenges, with over 100 participants including World Intellectual Property Organization representatives, national and local copyright officials, EU project experts, legal scholars and industry representatives. China has ratified the Beijing Treaty on Audiovisual Performances and the Marrakesh Treaty and cooperates regularly with the World Intellectual Property Organization.
Practical implications for foreign businesses
- Map the authorisation chain for every piece of content. Textbooks, supplementary teaching materials, children’s books, e-book resources, courseware and online course content should each be traceable to a source of rights, with scope, territory and term documented.
- Do not host or link pirated educational resources. Uploading pirated textbook or e-book files to a platform, app or cloud drive, or providing cloud-drive credentials for that purpose, falls within the book priority, as does linking out to such resources through search, browser or livestreaming features.
- Treat AI-generated teaching content as a compliance area. Where artificial intelligence produces or adapts teaching materials, both the training corpus and the output should be reviewed; unauthorised copying, adaptation, “mash-up” editing and “rewriting” are named targets.
- Build an internal copyright management system. The campaign explicitly asks platforms and enterprises to improve internal copyright management systems; a documented system covering rights clearance, content review, takedown handling and record-keeping is the practical expression of that.
- Watch the Implementing Regulations of the Copyright Law. The revision was identified as the vehicle for building AI-adapted copyright rules — a forthcoming institutional variable for any business generating content with artificial intelligence.
Two boundaries are worth stating. The campaign is organised by sector and by conduct and does not name foreign education or training institutions; reading it as a list of named targets would misstate the official position.
