On 28 August 2026, the State Council Information Office held a press conference on the development of China’s services trade and the preparation of the 2026 China International Fair for Trade in Services (CIFTIS). The MOFCOM officials used the platform to set out the services-focused opening agenda. Vice Minister Yan Dong said that in the 15th Five-Year period, as global industrial chains reconfigure and digital and green transformation accelerates, the MOFCOM will implement a services quality-and-capacity upgrading action, speed up innovation in services trade, and — the key phrase — “steadily and prudently promote the expansion of market access and opening fields with services as the focus”. He also committed to improving the cross-border services-trade negative-list system, removing barriers to cross-border services trade, and making the factor flows closely related to services trade — people, capital and data — more convenient and secure.

The demonstration-zone mechanism

The flagship mechanism is the National Service Trade Innovation and Development Demonstration Zones. The MOFCOM issued the overall plan in April 2026, and 17 regions — Beijing among them — are now building demonstration zones as “comprehensive reform-and-opening platforms for services trade in the 15th Five-Year period”. (2) Identify the pilot ground: if your business is in a restricted or pilot area, the demonstration zones and the earlier services-opening pilots (e.g. the 119-task services-opening round) are the places where access is being tested first — engaging a zone can put you ahead of the national timeline. (3) Watch the factor-flow agenda: the commitment to make people, capital and data flow more conveniently is not a slogan — the demonstration zones are authorised to explore field-level data-export negative lists and simplified procedures, which directly affect how a services firm operates across borders. (4) Use the CIFTIS channel: the fair, held annually in Beijing, is the de facto annual checkpoint where services-opening measures and zone achievements are presented — a useful intelligence and networking event for entry planning.
