- The facilitation measures cover the full chain — inbound declaration, inspection and supervision, and post-expo disposal — and focus on tax treatment for exhibits, security-deposit models and inspection and quarantine convenience for overseas exhibitors.

Overview
On 1 September 2026 the General Administration of Customs (GACC) published Announcement 2026 No. 128 — on releasing the Customs Clearance Guide for the 2026 Ninth China International Import Expo and the customs facilitation measures supporting the expo (关于发布《2026年第九届中国国际进口博览会海关通关须知》和《海关支持2026年第九届中国国际进口博览会便利措施》的公告). The ninth CIIE will be held at the National Exhibition and Convention Center (Shanghai) from 5 to 10 November 2026.
The announcement does two things at once. First, it sets out, in two attachments, the operational guide that exhibitors and their agents must follow when moving exhibition goods into and out of the expo. Second, it repeals nine earlier announcements that had governed each of the previous eight editions — 2018 Nos. 55 and 76, 2019 No. 115, 2020 No. 84, 2021 No. 54, 2022 No. 62, 2023 No. 93, 2024 No. 78 and 2025 No. 148 — consolidating the customs regime for the CIIE into one current text that applies from 1 September 2026.
What the guide covers
The Customs Clearance Guide and the facilitation measures were drafted after reviewing the experience of the first eight expos. Together they establish operating norms across the whole lifecycle of exhibition goods:
- Inbound declaration. The procedures for declaring exhibition goods entering China for the expo, including the documentation, licensing and permit requirements that apply to different categories of exhibits.
- Inspection and supervision. How customs inspects and supervises the goods while they are on site, including the treatment of goods that require inspection and quarantine clearance, and the arrangements for moving goods into the venue.
- Post-expo disposal. The rules for what happens after the expo closes: re-export of exhibits, domestic sale or donation of goods where permitted, destruction where required, and the associated duty treatment.
The package also addresses the tax treatment of exhibits, the security-deposit (担保) models available to exhibitors and their agents, and inspection and quarantine convenience designed around the practical pain points that overseas exhibitors have reported in previous years.
Why consolidation matters
For the first eight expos, customs rules were issued edition by edition, so an exhibitor returning year after year faced a stack of overlapping announcements. Announcement 2026 No. 128 collapses that history into a single document. The practical benefits are:
- one current text to share with freight forwarders and customs brokers, rather than a chain of historical references;
- consistent classification and declaration treatment across participating companies, reducing the risk that different agents apply different versions of the rules; and
- a clean baseline for the 2026 expo specifically, which matters because each expo edition has its own timing, catalogue and operational arrangements.
Tax and facilitation highlights
Drawing on prior editions, the facilitation package is built around lowering the institutional cost of exhibiting:
- Tax treatment for exhibits. Goods brought in for exhibition remain subject to the temporary import and duty arrangements that apply to the CIIE, with the specific treatment depending on the exhibit category and what happens to the goods afterwards (re-export, sale or donation).
- Security-deposit models. Flexible guarantee arrangements are intended to reduce the cash-flow burden on exhibitors while customs exposure is properly covered.
- Inspection and quarantine convenience. Streamlined procedures for exhibits needing inspection and quarantine are designed to get goods into the venue faster and to avoid delays at the border.
- Regulatory modernisation. The measures reflect the operational experience built up over eight editions, including the shift toward pre-declaration and coordinated processing that has progressively shortened clearance times for expo goods.
What exhibitors should do before November
For overseas companies planning to exhibit at the ninth CIIE — or to send goods to the expo through a local agent — the practical checklist is:
- Obtain the current text. Ask the customs broker or freight forwarder for GACC Announcement 2026 No. 128 and its two attachments so that everyone works from the same 2026 document.
- Classify exhibits early. Confirm the customs classification of each exhibit item and check the licensing or permit requirements that apply, especially for goods that are regulated or subject to inspection and quarantine.
- Choose the guarantee route. Discuss the security-deposit options with the agent and decide which model fits your shipment profile before goods leave the origin country.
- Plan the disposal outcome. Decide in advance whether exhibits will be re-exported, sold or donated after the expo, because the duty treatment and procedures differ by outcome.
