On 19 August 2026, at the Hainan provincial government’s “Start of the 15th Five-Year Plan” press series, the provincial education department and the management authority of the Lingshui Li’an International Education Innovation Pilot Zone (黎安试验区) laid out the zone’s progress and targets. In practice, this means that a student admitted to one partner university can take shared courses across the zone’s entire campus network. To date, 337 shared courses have been opened, with more than 7,000 student course selections covering all resident universities.

For foreign partner universities, the model has a direct commercial and academic implication: credit recognition across institutions is operational, and the zone operates a dual-degree pattern in which graduates receive both the Chinese partner’s degree certificate and the foreign partner’s degree certificate. What foreign providers should prepare

1. Verify the regulatory route per target. Independent campus (Hainan), Sino-foreign cooperative institution (approval by the Ministry of Education), cooperative programme (approval or filing) and vocational training institution (local licensing) each follow different approval tracks.
2. Engage early with the zone or provincial authorities. Li’an’s management bureau runs a structured intake for new partners, and the pipeline is being managed against the 2030 targets.
