China’s First Cross-Border Tax Industry Guide: International Transport Compliance Roadmap |

Overview

On 31 July 2026, the State Taxation Administration (STA) of China issued its first industry-specific cross-border tax guide — the *International Transport Tax Service Guide* (《国际运输涉税服务指引》). News of the release was reported on 5 August 2026. The guide marks a milestone in China’s effort to provide targeted, sector-based cross-border tax guidance rather than generic, principle-level commentary. It is the first time the STA has organised a cross-border tax product around a single industry — international transport — and it signals a shift toward deeper, case-driven transparency for foreign-invested businesses operating in China’s shipping, aviation and logistics sectors.

The publication also expands the “Tax Way Connect” (税路通) cross-border tax knowledge product system, a suite of tools and guidance the STA uses to support both inbound investment into China and outbound Chinese investment along the Belt and Road. By anchoring the new guide to a concrete industry, the STA gives transport operators a single reference point for understanding their obligations and entitlements across the tax lifecycle.

What the guide covers

The *International Transport Tax Service Guide* is built to be practical. Rather than restating statute text, it works through the real-world questions an international transport operator faces: when a foreign shipping line calls at a Chinese port, when an overseas airline sells tickets into China, or when a cross-border logistics provider moves goods by road between jurisdictions. It addresses these scenarios by distinguishing transport modes — international maritime transport, international aviation transport and international overland transport — because the applicable tax treatment and documentation can differ by mode.

A defining feature is the use of compiled public tax cases. The guide takes anonymised, publicly available tax cases and uses them to explain the law (“以案释法” — illustrating the law through cases). This approach lets readers see how principles such as tax payment obligations and treaty benefits apply in fact patterns they recognise. To complete the reference, an appendix aggregates the full chain of tax policies and the query links for filing channels, so a reader can move from understanding to action without hunting across portals.

Inbound vs outbound

The guide is deliberately divided into two volumes: an “inbound” volume (引进来篇) and an “outbound” volume (走出去篇).

The inbound volume speaks to foreign-invested and foreign operators bringing international transport services into the Chinese market — foreign shipping companies, foreign airlines and foreign logistics firms with China-facing operations. It clarifies how China’s tax rules attach to income earned within its jurisdiction and what withholding and filing steps apply.

The outbound volume addresses Chinese transport enterprises expanding abroad, helping them understand how home-country rules, foreign tax credits and treaty networks interact when they operate international routes. For a foreign-invested entity, the inbound volume is the primary reference, but groups with both China and overseas transport arms will benefit from reading both to see how the two sides of the border fit together.

By splitting the content this way, the STA acknowledges that “cross-border” is not one scenario but two directions with distinct compliance concerns, and that a single narrative would obscure more than it reveals.

Eight dimensions

The analytical backbone of the guide is a systematic mapping across eight dimensions. These dimensions give operators a checklist they can walk through end to end:

  1. Tax payment obligations (纳税义务) — who is liable to pay tax on which items of transport income.
  2. Withholding obligations (扣缴义务) — where a Chinese counterparty must withhold and remit on behalf of a foreign operator.
  3. Taxable income (应税收入) — what counts as income subject to Chinese tax in each transport mode.
  4. Tax computation (税款计算) — how the amount payable is worked out once income is determined.
  5. Tax preferences (税收优惠) — domestic incentives that may reduce the effective burden.
  6. Treaty benefits (协定待遇) — relief available under double tax agreements, including how to claim it.
  7. Filing procedures (办税流程) — the practical steps, forms and channels for compliance.
  8. Tax risk reminders (涉税风险提示) — common pitfalls and how to avoid them.

This eight-dimensional frame is what turns the guide from a pamphlet into a working compliance tool: an operator can audit its own position against each dimension and identify gaps before they become disputes.

Filing and treaty relief

Two of the eight dimensions deserve special attention for foreign-invested operators: withholding obligations and treaty benefits. Where a foreign transport enterprise earns China-source income, a Chinese paying party may carry the withholding responsibility, and the operator must understand both its own filing posture and the counterparty’s duties. Treaty benefits are frequently the lever that prevents double taxation on international transport income, but claiming them requires the correct procedures and documentation — the guide walks through how treaty treatment is accessed and what evidence supports a claim.

The appendix’s filing-channel links close the loop: once a reader knows a treaty benefit applies, the query links show where and how to file. This is the practical payoff of the “Tax Way Connect” approach — knowledge products that do not stop at explanation but point to the exact channel for action.

Practical steps

For a foreign-invested shipping, aviation or logistics operator, a sensible path through the guide is:

  • Confirm which volume applies — almost certainly the inbound volume for China-facing operations.
  • Walk the eight dimensions as a self-assessment checklist against current arrangements.
  • Review the compiled cases for fact patterns matching your routes and revenue streams.
  • Verify treaty coverage for your home jurisdiction and the documentation needed to claim benefits.
  • Use the appendix links to locate the correct filing channel before any obligation arises.
  • Treat the risk-reminder dimension as a standing internal control item.

Operators should note the guide is a service and reference product, not a substitution for professional tax advice on specific transactions. It is designed to raise baseline clarity, not to resolve individually engineered structures.

Related-Party Disclosure and Contemporaneous Documentation for Foreign-Invested Enterprises (2026)

  • Any FIE that has related-party transactions, or meets the country-by-country reporting test, must file the annual related-party transaction return (the “Associated Party Business Reporting Form”) by 31 May.
  • Three contemporaneous-documentation files — master file, local file, and specified-matters file — are required once quantitative thresholds are met, prepared within 12 months of the entity’s year-end.
  • The master file threshold is cross-border related transactions with a prepared group master file, or aggregate related-party transaction value above RMB 1 billion; the local file triggers at RMB 200m+ of other related transactions.
  • Loss-making tolling or distribution entities must prepare a local file for the loss year regardless of threshold, and advance pricing arrangements can be streamlined under a simplified procedure.
  • Non-compliance carries penalties under the Tax Administration Law and exposes the group to special-tax-adjustment and mutual-agreement risks.
  • FIEs should build a year-round documentation calendar linking transfer-pricing policy, the related-party return, and contemporaneous files to avoid year-end scrambles.

Related-Party Disclosure and Contemporaneous Documentation for Foreign-Invested Enterprises (2026) |

Why this matters now

Foreign-invested enterprises in China almost always transact with offshore affiliates — for procurement, royalties, services, financing, or contract manufacturing. Those related-party dealings sit squarely inside China’s transfer-pricing and disclosure regime. For an FIE, the annual compliance cycle is not optional: it spans the related-party transaction return (关联申报), three tiers of contemporaneous documentation (同期资料), and — for larger groups — country-by-country reporting. Get it wrong and the consequences range from late-filing penalties to a special tax adjustment that re-prices years of intercompany dealings.

The framework is stable but unforgiving. The core documents — SAT Announcement 2016 No. 42, Announcement 2017 No. 6, and Announcement 2018 No. 14 — remain in force, and tax authorities continue to sharpen cross-border related-party scrutiny.

The related-party disclosure (关联申报)

A FIE that is an audit-based resident enterprise, or a non-resident enterprise with an establishment in China that declares enterprise income tax on an actual basis, must file the *Annual Associated Party Business Reporting Form (2016 edition)* together with its annual CIT return if, during the year, it had business dealings with a related party, or it had no such dealings but meets the country-by-country reporting conditions in Announcement 2016 No. 42, Article 5.

The disclosure captures the group’s related-party matrix, transaction types, and pricing methods. Where the FIE is the ultimate parent or is designated as the CbC reporting entity, the three CbC tables must be completed in both Chinese and English. The filing deadline is 31 May following the tax year.

The three contemporaneous files

Contemporaneous documentation is the transfer-pricing defence file that must exist at the time the transaction occurs. There are three documents, each with its own trigger:

  • Master file (主体文档). Required if the FIE had cross-border related transactions and the group has prepared a master file, or if aggregate related-party transaction value exceeded RMB 1 billion in the year.
  • Local file (本地文档). Required where tangible-asset ownership transfers exceeded RMB 200m, financial-asset transfers exceeded RMB 100m, intangible-asset transfers exceeded RMB 100m, or other related transactions exceeded RMB 40m.
  • Specified-matters file (特殊事项文档). Required for cost-sharing agreements, and for capital-weakening (thin-capitalisation) cases where the debt-to-equity ratio exceeds the standard and the taxpayer must show the arrangement meets the arm’s-length principle.

Preparation deadlines: the master file within 12 months of the group’s ultimate-parent year-end; the local and specified-matters files by 30 June of the following year. Documents are kept (not routinely filed) for ten years and produced within 30 days when the tax authority requests them. Entities dealing only with domestic related parties may be exempt from all three.

Special rule for loss-makers

A tolling or distribution FIE that is loss-making must prepare a local file for the loss year regardless of whether it crosses the quantitative thresholds. Tax authorities expect such entities to maintain a reasonable profit level; a persistent loss combined with related-party dealings is a classic transfer-pricing audit trigger.

Advance pricing arrangements (APA)

Where uncertainty is high, a FIE may seek an APA — a forward-looking agreement with the tax authority on the transfer-pricing method. SAT Announcement 2021 No. 24 introduced a simplified procedure for unilateral APAs for taxpayers meeting scale and track-record conditions (generally related-party transaction value above RMB 40m in each of the three prior years, plus one of three qualifying circumstances). An APA provides certainty and can reduce audit risk, though it requires disciplined documentation.

A practical compliance calendar

  1. Q1–Q2: Confirm related-party relationships and transaction categories; begin master-file inputs from the group.
  2. Pre-year-end: Refresh the local file’s benchmarking (typically a three-year window) and functional analysis.
  3. By 31 May: File the annual CIT return with the associated-party disclosure; complete CbC tables if in scope.
  4. By 30 June: Finalise local and specified-matters files.
  5. Within 12 months of parent year-end: Finalise the master file.
  6. Ongoing: Keep the economic analysis current; respond to information requests within 30 days.

Documentation to keep

FIEs should retain the reporting form, the three contemporaneous files, the benchmarking study, intercompany agreements, allocation of shared-service costs, and any APA correspondence. Treating this as a documented, year-round programme — not a May scramble — is the cheapest insurance against a transfer-pricing adjustment.

(2026)/ Related-Party Disclosure and Contemporaneous Documentation for Foreign-Invested Enterprises (2026)

Corporate Tax Residency and CFC Rules for Foreign-Invested Enterprises in China (2026)

  • A company incorporated in China, or incorporated abroad but effectively managed in China, is a Chinese tax resident and is taxed on its worldwide income, not merely its China-source income.
  • The “place of effective management” test looks at where board meetings are held, where key personnel work, where the books are kept and where major decisions are made — not where the entity is legally domiciled.
  • The Controlled Foreign Company (CFC) rule attributes undistributed passive profits of a low-taxed foreign subsidiary to the Chinese parent, closing the “park profits offshore” shelter used by some holding structures.
  • A CFC is a foreign company controlled by a Chinese resident enterprise or individual, seated in a jurisdiction taxed below 12.5% (half of the 25% rate), that does not distribute profits for non-business reasons.
  • Safety valves exist: profits earned in a non-designated low-tax jurisdiction, derived mainly from active business, or below RMB 5 million in annual profit are not attributed, provided the taxpayer documents the position.
  • Relief from double tax on the same profit is available through foreign-tax credit and treaty provisions, so worldwide taxation need not mean double taxation.
  • FIEs should document management location, review low-tax holding layers, and use the simplified 2023 outward-investment reporting format to stay compliant.

Corporate Tax Residency and CFC Rules for Foreign-Invested Enterprises in China (2026) | 中国外资企业的税收居民身份与受控外国企业(CFC)规则(2026)

Why residency matters

For any group with a China presence, the first question the tax system asks is not “where is the income from” but “who is the taxpayer”. China taxes resident enterprises on worldwide income and non-resident enterprises only on China-source income. Getting the residency analysis wrong can mean a foreign holding company’s global profits unexpectedly fall into China’s tax net — or, conversely, that a China-incorporated entity fails to plan for its outbound affiliates. This article explains the two pillars every FIE finance team should understand: tax residency and the Controlled Foreign Company (CFC) anti-avoidance rule.

Two ways to be a Chinese tax resident

Under the Enterprise Income Tax Law, an enterprise is a Chinese tax resident if it meets either condition:

  1. It is incorporated within China; or
  2. It is incorporated outside China but its place of effective management (POEM) is within China.

The first limb is mechanical: a WFOE, a Chinese subsidiary of a foreign group, or a Chinese-incorporated holding company is a resident by incorporation. The second limb is where structures get caught.

The place of effective management

POEM is not where a company is domiciled on paper. The tax rules look at where, in substance, the entity is directed and controlled. The indicia are:

  • where the board of directors meets and where major strategic decisions are made;
  • where the senior management who direct the business are based;
  • where the books and records are kept and the finance function sits;
  • where the daily operating decisions are actually taken.

An offshore holding company that is centrally managed from China — its directors fly to Shanghai for board meetings, its CFO in China signs the cheques, its strategy is set by the China team — can be a Chinese tax resident even though it is incorporated in, say, Singapore or Hong Kong, China. The consequence is that its worldwide income becomes taxable in China, with relief for any foreign tax already paid.

The CFC rule in plain terms

The CFC rule is the mirror image of residency: it stops a Chinese resident from sheltering passive income in a low-taxed foreign vehicle. It works as follows.

A Controlled Foreign Company is a foreign enterprise that:

  • is controlled by a Chinese resident enterprise or individual (control includes holding, alone or together, 50% or more of the shares, or substantive control over operations);
  • is seated in a jurisdiction whose actual tax burden is below 12.5% — that is, less than half of the 25% statutory EIT rate; and
  • does not distribute its profits, or distributes only a reduced amount, other than for a reasonable business purpose.

Where those conditions are met, the portion of the CFC’s undistributed profits attributable to the Chinese resident shareholder is deemed distributed as a dividend and taxed in China in the current year — regardless of whether any cash actually moved.

The attribution formula

For a Chinese resident enterprise shareholder, the deemed current-year income is:

> deemed dividend × (actual days held ÷ CFC tax-year days) × shareholding percentage

Multi-layer indirect holdings are computed by multiplying the percentages at each layer (with an intermediate layer held over 50% treated as 100%). Where the CFC and the Chinese shareholder have different tax years, the deemed income is attributed to the Chinese shareholder’s tax year in which the CFC’s tax year ends.

Safety valves — when profits are NOT attributed

The rules are not a blanket tax on every offshore subsidiary. A CFC’s undistributed profit is not pulled into China where the foreign company:

  1. is established in a non-designated low-tax jurisdiction (one that the tax authority has not listed as a low-tax region);
  2. mainly earns active business income (genuine trading, manufacturing or service profits rather than passive dividends, interest or royalties); or
  3. has an annual profit below RMB 5 million.

These exemptions require the taxpayer to document the position — a shell holding company earning only investment returns will not qualify for the “active business” exception, no matter how it is labelled.

Double taxation and relief

Worldwide taxation does not mean double taxation. China provides:

  • Foreign tax credit: income tax paid abroad on the same profit is credited against the Chinese liability, subject to limits.
  • Treaty relief: where a tax treaty applies, residency tie-breaker rules and reduced withholding rates can lower the overall burden, and mutual-agreement procedures can resolve dual-residency disputes.

The key is to claim these reliefs properly and keep the underlying foreign tax evidence.

Practical steps for an FIE

  • Map the group’s legal and management locations. Document where boards meet, where decisions are made and where the finance function sits, so the POEM conclusion is defensible.
  • Stress-test offshore holding layers. Any intermediate holding company in a sub-12.5%-tax jurisdiction that retains passive profits should be reviewed for CFC exposure.
  • Substantiate active-business substance. If relying on the active-income or sub-RMB-5m exemption, prepare the business-activity and profit evidence in advance.
  • Use the simplified reporting. Since the 2023 optimisation, resident enterprises report outbound investment and income through a streamlined form; meet the filing obligation and keep the supporting file.
  • Coordinate residency and treaty positions. Where the group may be resident in two jurisdictions, invoke the treaty tie-breaker early rather than after a dispute arises.

Boundaries to respect

POEM and CFC are facts-and-substance tests, not boxes to tick on a form. A holding company with no employees, no office and no real activity will not defeat residency or CFC treatment by labelling alone. Equally, a genuine offshore operating subsidiary with real functions and a reasonable distribution policy is not automatically caught. Document the commercial rationale for every layer.

  • 董事会在何处开会、重大战略性决策在何处作出;
  • 高级管理层在何处履职、指挥业务;
  • 账簿与记录在何处保管、财务职能在何处;

  • 由中国居民企业或居民个人控制(控制含单独或共同持有 50% 以上股份,或对经营有实质控制);

  1. 设在非指定低税率国家(地区)(即税务机关未列为低税区的辖区);

Tax Inspection and Voluntary Disclosure for Foreign-Invested Enterprises in China: Handling a SAT Audit and Self-Correction

  • A tax inspection of a foreign-invested enterprise usually begins with a “double-random, one-open” (双随机、一公开) selection, not a tip-off.

Tax Inspection and Voluntary Disclosure for Foreign-Invested Enterprises in China: Handling a SAT Audit and Self-Correction |

Why Foreign-Invested Enterprises Get Selected for Inspection

For a foreign-invested enterprise (FIE) in China, a tax inspection is rarely a surprise visit triggered by a whistleblower. Most audits originate from the risk-monitoring and random-selection system run by the tax authority’s inspection bureau. The State Taxation Administration (STA) and its provincial and municipal offices operate a “double-random, one-open” (双随机、一公开) mechanism: both the inspected entities and the inspectors are drawn randomly from a platform, and the results are published. An FIE can be pulled in through the central STA deployment, a provincial/municipal random draw, or a joint multi-department sweep. Understanding this pipeline is the first step to staying ready.

The Double-Random Selection Model

Under the 2026 local implementation plans published by provincial tax bureaus, the inspection bureau selects objects through the “Golden Tax III” double-random platform, drawing from the key-inspected, non-key and abnormal object registers at prescribed ratios and frequencies. The principle is “no risk, no disturbance; violations must be pursued” (无风险不打扰,有违法要追究). Inspectors are assigned randomly as well, through the same platform, to prevent human interference. A key practical feature: checks combine a “direct inspection” with a “self-check first, then focused inspection” approach. If the taxpayer truthfully reports violations during self-correction, cooperates with the inspection, and voluntarily pays back tax and late fees, the penalty is mitigated, reduced or waived.

Self-Correction and the Mitigation Ladder

The self-correction ladder is the single most valuable tool for an FIE facing potential exposure. The logic is simple: a voluntary, pre-emptive fix costs far less than a penalty imposed after a focused inspection finds the same issue. Concretely:

  • Voluntary disclosure + back-payment: A taxpayer who, before or during self-correction, reports underpaid tax and pays the principal and late fees (滞纳金) is eligible for a lighter or waived administrative penalty.
  • Focused inspection findings: If the focused inspection uncovers material violations or deliberate concealment, the penalty is imposed at the higher end, and in serious cases criminal referral follows.
  • Recurring or concealed conduct: Where the same violation recurs within two years, or is deliberately hidden, mitigation is withdrawn and the upper penalty band applies.

For an FIE, the cheapest path is therefore to run its own compliance sweep—transfer pricing, related-party charges, withholding on outbound payments, and permanent-establishment questions—before the tax authority knocks.

The Three-Year Limitation and Its Exceptions

Under the Tax Collection Administration Law, where a taxpayer fails to file or miscalculates, causing non-payment or under-payment, the tax authority may pursue the tax and late fees within three years; the period extends to five years for under-payment exceeding 100,000 yuan attributable to computation errors; and there is no time limit for tax fraud (偷税), resisted taxes (抗税), fraudulent export rebates (骗税), or concealed income that should have been declared. The STA has also reminded resident individuals to self-check overseas income for 2022–2024, signalling that the three-year window is actively enforced and that voluntary correction is preferred over assessment.

Highest-Risk Areas for a China FIE

Foreign-invested enterprises concentrate risk in a handful of recurring lines:

  1. Transfer pricing on related-party transactions—royalties, management fees, cost-sharing, and intra-group financing—where documentation (master file, local file, country-by-country report) and the arm’s-length test are scrutinised.
  2. Related-party service fees that lack demonstrable benefit to the Chinese entity, or that duplicate onshore functions already paid for.
  3. Deemed-dividend distributions where a shareholder’s loans to the company are not repaid within the prescribed period, triggering a constructive dividend.
  4. Withholding on outbound payments—royalties, technical fees, interest, dividends, and service fees—where the 10% withholding obligation (or treaty-reduced rate) may have been missed.
  5. Permanent establishment risks from seconded expatriates whose activities may create a taxable presence.

Smart Tax and Real-Time Data Matching

China’s “Smart Tax” (金税四期) phase integrates invoice data, bank and capital flows, declaration data and external regulatory feeds. The system flags mismatches—for example, a large cross-border service payment with no corresponding withholding record, or related-party royalties lacking a transfer-pricing file. For an FIE, this means the old assumption that cross-border transactions are hard to trace no longer holds; the data trail from SAFE, the bank and the tax authority is increasingly joined up.

Practical Steps Before and During an Audit

  • Run a self-risk scan on the five high-risk lines above at least annually, and again before any restructuring or dividend.
  • Keep the contemporaneous file (transfer-pricing documentation, intercompany agreements, benefit analyses) audit-ready.
  • Fix before you are found: where an error is identified, self-correct, pay the tax and late fees, and document the remediation—this is what unlocks mitigation.
  • Engage the right owner: the finance lead, the tax adviser and, for cross-border items, the transfer-pricing specialist should be aligned before any inspection interview.
  • Mind the exit: a tax-clearance certificate is a precondition for deregistration, liquidation and profit repatriation; unresolved inspection exposure blocks the clearance.

China’s Talent IIT Preferential Zones in 2026: Hainan, Greater Bay Area and Hengqin for Foreign and HK/Macao/Taiwan Staff | 2026

One ceiling, several zones

China does not operate a special low income-tax rate for skilled foreigners. Instead, it uses a ceiling mechanism: qualifying individuals still compute tax under the normal progressive schedule, but the portion above an effective 15% is refunded or exempted. The result is a de facto 15% cap. Three zones now apply this logic, each with its own statute and geography: the Greater Bay Area (GBA), Hainan Free Trade Port (FTP), and Hengqin (横琴) Guangdong-Macao Deep Cooperation Zone. For foreign-invested enterprises (FIEs) relocating or hiring senior staff, knowing which zone governs a given employee is now a routine compensation-design question.

Greater Bay Area (nine mainland cities)

The GBA individual income tax (IIT) preferential policy for overseas talents, originally launched for selected cities, was extended through 31 December 2027 by the Ministry of Finance and the State Taxation Administration (财税〔2023〕34号). It applies to eligible overseas high-end and urgently-needed talents who work in the nine mainland GBA cities (Guangzhou, Shenzhen, Zhuhai, Foshan, Dongguan, Zhongshan, Jiangmen, Huizhou and Zhaoqing).

The relief refunds the IIT already paid in the tax year that exceeds the amount computed at an effective 15% rate on the taxable income. Local implementation guides (for example Shenzhen’s 2026 guide) set the administrative detail: an identity test, a 90-day in-region work threshold (a day with less than 24 hours in the city counts as half a day), and a per-taxpayer refund cap (Shenzhen: up to RMB 5 million per taxpayer per tax year). The subsidy itself is exempt from IIT.

Crucially, a talent who also qualifies for the Qianhai (前海) or Hetao (河套) Shenzhen-park IIT concessions may choose only one of the GBA, Qianhai or Hetao preferences in a given tax year — they cannot be stacked.

Hainan Free Trade Port

Hainan’s FTP personal-income-tax incentive is a standalone statutory scheme. For foreign individuals, Hong Kong, Macao and Taiwan residents, and overseas Chinese who meet the talent criteria, the effective IIT burden is capped at 15%: the portion above 15% is exempted rather than refunded. The FTP list-management approach defines who qualifies, and the concession is a core pillar of Hainan’s effort to attract international and regional talent.

Unlike the GBA refund (which is paid after the fact), Hainan’s exemption is built into the calculation, so the cash-flow effect is felt during the year, not only at reconciliation. The FTP rule is scheduled to run in its current form through the port’s closure-phase transition, with the 15% cap a stable planning assumption for 2026–2027.

Hengqin (横琴) Guangdong-Macao Deep Cooperation Zone

Hengqin layers two reliefs on top of the GBA framework:

  1. For domestic and foreign high-end and urgently-needed talents working in Hengqin, the IIT burden above 15% is exempted (mirroring the GBA ceiling but enacted through 财税〔2026〕2号 and the 2026 implementation plan).
  2. For Macao residents working in Hengqin, the IIT burden above the Macao tax burden is exempted — a differential subsidy that recognises Macao’s lower tax rates and is unique to the cooperation zone.

Both reliefs apply to comprehensive income, business-operating income and government-recognised talent subsidies sourced from Hengqin, and are claimed at the annual reconciliation. The implementation plan explicitly flags anti-arbitrage: the design guards against policy-shopping and stresses substantive presence in the zone.

Who qualifies — the common threads

Across the three zones, eligibility generally requires:

  • Identity: foreign national; Hong Kong, Macao or Taiwan resident; or an overseas Chinese returnee with long-term foreign residency. (Those with a concurrent domestic identity generally do not qualify unless the specific scheme permits.)
  • Work and presence: employment or a labour/dispatch/service contract with an entity registered in the zone, and a minimum in-region stay (GBA uses the 90-day rule).
  • Talent status: inclusion on the relevant high-end or urgently-needed talent list/catalogue, or meeting the zone’s defined occupational criteria.
  • Good standing: lawful tax filing and no serious breach of credit or research-integrity rules.

How FIEs should use the zones

  • Site decisions. When placing a regional HQ, R&D centre or treasury function, weigh the zones’ talent-tax math against location, talent pool and sector incentives.
  • Offer design. Model total compensation net of the 15% cap for a candidate, and disclose which concession will apply so the package is bankable.
  • Avoid double-dipping. Confirm which of the GBA / Qianhai / Hetao concessions an employee will elect; document the single-choice position.
  • Evidence file. Keep the employment contract, identity documents, stay records and tax-payment proofs; Shenzhen’s guide requires these and applies a credit-commitment review with post-hoc audit.
  • Timing. Relief is granted after the annual reconciliation — budget the interim cash flow and the year-end claim, not an immediate payroll adjustment.

Boundaries

The 15% cap is a relief, not a separate rate; the underlying progressive tax still applies, and only the excess is refunded or exempted. Identity and presence tests are enforced, and false or duplicated claims trigger clawback and penalties. The concessions are time-limited (GBA and Hainan through 2027), so treat them as current-planning tools, not permanent certainties, and re-check before each tax year.

Food & beverage market entry & licensing |

Overview

Food and beverage is a large but tightly regulated entry route. A foreign F&B brand must satisfy two layers: a business licence with the right catering/manufacturing scope (issued by the SAMR system), and product-level compliance — labelling that meets Chinese food-safety standards and, for imported and health-food products, registration or filing with customs and the NMPA/SAMR before sale.

This article covers the food business licence, labelling rules, imported-food controls, and health-food (保健食品) approval. It is informational; confirm details with the SAMR, GACC, and qualified PRC counsel.

The food business licence

Any entity operating catering, food sales, or related food-business activities in China needs a business licence whose scope covers the activity, plus a Food Business Licence (食品经营许可) for catering and most food-sales operations. The licence is granted by the market-regulation authority at the county level and covers items such as prepacked-food sales, catering service, and central-kitchen/collective-meal delivery. Manufacturing food in China instead requires a Food Production Licence (食品生产许可) from the same authority. Foreign-invested F&B companies obtain these through their locally incorporated entity (WFOE or JV).

A notable simplification applies to businesses that only sell prepacked food Following the 2021 amendment to the Food Safety Law, such operators no longer need a full Food Business Licence; instead they complete a one-time filing (备案) with the market-regulation authority, often integrated into the business-licence application at incorporation. This matters for foreign trading companies that import and resell branded prepacked products but do not operate a kitchen or storefront — they can avoid the catering-oriented licence path and its on-site inspection. Operators that also handle bulk (散装) food, fresh produce, or provide catering must still obtain the standard licence, and cold-chain or central-kitchen models trigger additional requirement tiers.

Licence administration has also moved online: many provinces issue the electronic Food Business Licence and support an “inform-and-promise” (告知承诺制) route where the applicant commits to compliance and receives approval faster, subject to later verification. Timelines vary by locality and by whether on-site facilities exist, but entrants should budget the licence and any pre-opening inspection into their launch plan rather than treating it as a formality. The SAMR portal publishes the applicable food-safety regulatory framework for reference.

Labelling rules (标签)

Prepacked food sold in China must carry a Chinese label compliant with GB 7718 (general labelling) and GB 28050 (nutrition labelling), showing product name, ingredient list, net content, manufacturer, production date, shelf life, storage conditions, and the food-production/operation licence number. Imported food additionally requires the overseas manufacturer’s GACC registration number printed on the Chinese label, and the label must be in Chinese (foreign-language-only is not sufficient). Health and function claims are tightly constrained and must match the approved registration/filing.

Beyond claims, the nutrition-information panel under GB 28050 must declare energy, protein, fat, carbohydrate, and sodium per 100 g/ml, with optional but regulated presentation of core and optional nutrients. Nutrient-content claims such as “low fat” or “high fibre” are only permitted against the thresholds defined in GB 28050’s appendix tables, and comparative claims must reference a defined base product. Trans-fatty-acid and added-sugar disclosure is increasingly expected by both regulators and retail platforms. Importers should note that a label compliant with EU or US rules is not automatically compliant in China — the table format, mandatory Chinese characters, and the GACC number for imports are non-negotiable differences that must be resolved before the first shipment, not discovered at the port.

Imported food — GACC overseas-manufacturer registration

Overseas producers, processors, and storage facilities exporting food to China must register with the General Administration of Customs (GACC). The framework is set by GACC Decree No. 248 (2021) and, from 1 June 2026, the revised GACC Decree No. 280, under which registration is valid for five years and is renewed automatically unless the food is on a listed exclusion. Certain high-risk categories require official recommendation by the foreign country’s competent authority; others are enterprise-self-applied via the CIFER system on the China International Trade Single Window (singlewindow.cn). From September 2024 a China Responsible Agent (local entity) is generally required to file on the overseas producer’s behalf.

Health food (保健食品) approval

Health food (保健食品) is a special-food category distinct from ordinary food and from drugs. Products using raw materials outside the health-food raw-material catalogue, and first-time imported health foods, require NMPA/SAMR registration (注册), supported by safety, function, and quality-control evidence. Products that only supplement vitamins and minerals using the catalogue may be filed (备案) rather than registered. Approved products receive a registration/filing number that must appear on the label with the statement that the product cannot replace medicine. The SAMR special-food registration/filing systems handle these applications.

Practical example

Consider a mid-sized German organic biscuit manufacturer, “AlpenBrot,” planning to sell branded prepacked biscuits through Chinese e-commerce and selected import-food retail. The sequence that worked for comparable entrants looked like this.

First, AlpenBrot incorporated a WFOE in Shanghai to hold all licences and act as the importer of record — China requires the domestic entity, not the German parent, to hold the food business licence and to be the customs declarant. The WFOE scope was set to cover prepacked-food sales (预包装食品销售), which is the correct item for a trading/importing company rather than a catering licence. Because it only resold prepacked goods, the company in fact qualified for the lighter prepacked-food-only filing rather than a full catering licence.

Second, because biscuits are imported prepacked food, AlpenBrot’s German production site had to register with GACC. The company filed through the CIFER system on the China International Trade Single Window and, from September 2024, appointed a China Responsible Agent to submit on its behalf. The overseas registration number (a “C” prefix code) was then printed on every Chinese label.

Third, the label itself was rebuilt to GB 7718 and GB 28050: Chinese product name, full ingredient list with allergens highlighted, net content, the German manufacturer’s name and the GACC number, production date and shelf life in the Chinese format, storage conditions, and a nutrition information panel. The original German-only packaging was not acceptable; a Chinese-language sticker applied to the outer carton met the importer’s warehouse requirement, but the retail unit needed a compliant printed label.

Finally, AlpenBrot ran a trial shipment of 500 cartons through Shanghai port. The declaration used HS code 1905.31 (sweet biscuits), whose supervision conditions required import inspection (A) and the GACC registration check, but no import licence. Duties were paid, CIQ inspection passed, and the goods entered free circulation. Total elapsed time from licence setup to first sale was roughly four months — the GACC registration and label redesign consumed most of it.

The lesson: the binding constraint is rarely capital or ownership; it is the registration-and-labelling lead time. Entrants that pre-register the manufacturing site and finalise the Chinese label before signing distribution deals avoid the most common launch delays.

What to do next

  • Incorporate a local entity (WFOE/JV) first; the food business or production licence is held by the China company, not the overseas brand.
  • Determine scope early: catering vs. prepacked sales vs. manufacturing each need a different licence item.
  • Build a compliant Chinese label to GB 7718 / GB 28050 and include the GACC overseas-registration number for imports.
  • Register the overseas manufacturing site with GACC via CIFER/Single Window; appoint a China Responsible Agent if required.
  • For health food, choose registration (new/imported/non-catalogue) or filing (vitamin/mineral catalogue) and obtain the number before any claim or sale.
  • Keep the licence number, registration numbers, and nutrition data traceable across labelling, customs, and platform listings.

China’s 2026 County-Consumption Push: New Distribution Opportunity for Foreign F&B and Retail Brands |

Why this matters now

For years, foreign consumer brands in China have concentrated on tier-one and tier-two cities. The economics of tier-three and below — county towns and rural townships — have often been dismissed as too fragmented or too price-sensitive. A policy published on 13 August 2026 suggests that assessment is changing. Nine central departments, led by MOFCOM and including the NDRC, MOF, MOHRSS, MNR, MARA, MCT, SAMR and NFRA, jointly issued the Opinions on Further Stimulating the Vitality of the Lower-Tier Market and Activating County-Level Consumption. The document, released at a State Council Information Office press conference on 18 August 2026, sets out 18 concrete measures to channel modern retail, logistics and services into county markets. For foreign F&B and retail brands, it is a roadmap to the last unpenetrated large consumer pool in China.

What the policy actually contains

The Opinions organise support around five themes. First, upgrading county consumption channels: renovating traditional department stores and old shopping centres, optimising the layout of brand chain stores, discount retail and fresh-e-commerce outlets, upgrading township trading centres and agricultural markets, and building standardised convenience stores and village-level logistics service stations. Second, innovation and branding: accelerating the downward expansion of chain enterprises with simplified approval for supermarkets and convenience stores, supporting local brands, and developing new formats such as livestream commerce, community group buying and experiential retail. Third, improving goods and services supply: expanding supply of quality affordable goods, completing services for the elderly and children (“yi lao yi xiao”), and promoting integrated commerce-agriculture-culture-tourism-sports development. Fourth, raising logistics modernisation: strengthening urban-rural distribution networks and online-offline coordination. Fifth, strengthening consumption safeguards: supporting employment and entrepreneurship, and bettering the consumption environment.

Why foreign brands should care

The county market matters because of scale and trajectory. County-level consumption now accounts for a steadily rising share of total retail sales of consumer goods in China, and officials describe it as the most important source of incremental consumption demand. For a foreign F&B chain or a packaged-goods brand, the 2026 policy changes the calculus in three ways. Channels: the renovation of county business districts and encouragement of “regional first stores” gives foreign brands a subsidy-adjacent, government-supported path into markets where land and storefronts were historically scarce. Logistics: the push to extend postal and supply-and-marketing networks into townships, and to build cold-chain and distribution facilities, attacks the single biggest operational barrier — getting fresh or temperature-controlled products to county stores at acceptable cost. Digital: the integration of e-commerce platforms, livestream and community group-buying with county channels lets foreign brands reach county consumers without first building a full brick-and-mortar presence.

Practical steps for foreign brands

  1. Re-segment the market. Stop treating “tier-three and below” as one block; map county clusters by income, logistics maturity and consumption patterns to find the first-wave geographies.
  2. Test with digital-first pilots. Use livestream commerce, community group-buying and e-commerce platforms to validate product-market fit in a county before committing to physical stores.
  3. Partner for the last mile. Work with local supply-and-marketing cooperatives, postal networks and regional distributors that the policy explicitly supports, rather than building cold-chain from scratch.
  4. Design for the price band. County consumers buy on value; adapt pack sizes, price points and promotional mechanics for the county demand curve while protecting the brand’s premium positioning elsewhere.
  5. Explore regional first stores. Where a county business district is being upgraded, evaluate a flagship or “regional first store” that can anchor the brand while riding local government support.
  6. Coordinate with the consumption-boost agenda. Link your market entry to China’s broader consumption-stimulus measures — trade-in programmes, tax incentives and duty-free retail — which the 2026 documents repeatedly reference.

Risks and compliance notes

County expansion carries real execution risks. Supply-chain economics are unforgiving at small volumes; entering without a workable cold-chain or distribution plan will destroy margin. Regulatory approvals, while simplified for supermarkets and convenience stores, still require food-safety, franchise and e-commerce licences — and foreign-invested entities must comply with the FIE registration and reporting regime. Brand control also gets harder in county markets, where counterfeit and parallel-channel risks are higher. Finally, the policy is directional, not a subsidy cheque; incentives vary by province and county, so a foreign brand should evaluate support at the local level rather than assuming national uniformity.

Imported Cosmetics and Food Clearance Under GACC Order No. 284 (2026) | GACC

On 6 May 2026 the General Administration of Customs (GACC) promulgated Order No. 284, the revised *Measures for the Inspection and Quarantine of Import and Export Cosmetics*, effective 1 December 2026. For foreign brands selling cosmetics into China — whether via general trade, cross-border e-commerce or exhibits — the rulebook is materially lighter and more digital.

The headline change is de-bureaucratisation. The old rule required customs to place importers of record under a filing system and demanded a filing number at declaration; Order 284 deletes that entirely. Export-producer filing is also removed. Instead, GACC applies risk management under the *Commodity Inspection Law*: it assesses safety risk, can take emergency measures on outbreak or suspected risk, and runs credit-based, differentiated supervision — high-credit firms get “invisible” clearance, low-credit firms get tighter checks.

Place-of-inspection shifts. Import cosmetics are now inspected at the destination declared by the importer or agent, not at the port; the requirement to store unreleased goods in a designated customs site is gone. For exports, inspection is at the place of production. Registration/filing verification is done by automatic electronic matching — no paper licence needed at declaration. The “first import” special regime is abolished, and the range of import samples exempt from inspection is widened (non-trial samples for testing are exempt).

Scope edges are clarified. Ordinary soap is excluded unless it claims special-cosmetic efficacy; toothpaste is brought within the measures; cosmetic semi-finished products are referenced and exempted from import registration/filing and label checks. Cosmetics imported via cross-border e-commerce retail and items for exhibition follow their dedicated rules, so the new measures sit comfortably with current trade forms.

For food and beverage importers, the same philosophy — risk grading, credit differentiation, destination inspection, electronic verification — informs adjacent rules: overseas-establishment registration, China-label compliance and declared-destination inspection remain the gates. Brands should (1) complete special-cosmetic registration or ordinary-cosmetic filing before import; (2) ensure labels meet China rules; (3) prepare for destination inspection and keep true, complete, traceable records (≥1 year, or ≥2 years if product life <1 year); and (4) align with the e-commerce and exhibit carve-outs if using those channels.

Clearance Checklist for Brands

For cosmetics, the pre-import gate is registration or filing, not the port. Complete special-cosmetic registration or ordinary-cosmetic filing with the drug regulator before the goods move; the new measures simply stop customs from re-checking the paper at declaration via electronic matching. Keep labels China-compliant, and remember that semi-finished products and non-trial testing samples are treated more lightly. If you sell via cross-border e-commerce retail or exhibits, apply the dedicated channel rather than the general-trade path.

For food and beverage, the parallel gates are overseas-establishment registration (the manufacturer must be registered with GACC), China-label compliance, and declared-destination inspection. Importers should keep true, complete and traceable records — the cosmetics rule sets the tone at no less than one year (or two if product life is under a year), and food importers face similar expectation. Credit-based, differentiated supervision means a clean compliance history buys faster clearance.

Plan the transition now. Order 284 takes effect 1 December 2026, repealing the 2012 version. Brands with 2026 placements should audit current registration/filing status, labels and destination-inspection arrangements, and update contracts and logistics so the switch is seamless. The direction is unambiguous: less paper, more data, more trust for good actors.

Bottom Line

GACC Order No. 284 lightens and digitises cosmetics clearance while keeping food’s parallel gates — overseas-establishment registration, China labels and destination inspection. Brands should complete registration or filing before import, keep records true and traceable, and plan the 1 December 2026 transition now rather than at the deadline. The direction is unambiguous: less paper, more data, and more trust for compliant actors in China’s import market.

  • Imported dairy still requires GACC official-recommended registration (dairy is one of the 17 listed categories); combining an imported line with a local plant needs both the GACC number and the SC licence.

Foreign dairy and beverage producers building plants and market access in China (2026) | 2026

Overview

For foreign dairy and beverage groups, China is both a vast market and a demanding manufacturing jurisdiction. Building a local plant (rather than only importing) brings tariff, freshness and cost advantages, but triggers a layered permit stack: entity formation, environmental and site approvals, the Food Production Licence (SC licence), and — for infant formula — SAMR formula registration. This article sets out the 2026 pathway, the risk-graded licensing, and the special dairy rules.

Market context

China regulates food manufacturing through the SC licence administered by market-regulation authorities, with risk-based grading increasingly applied at provincial, municipal and county levels. Special foods — health food, special medical foods, infant formula powder and liquid — sit under SAMR’s special-food supervision and require registration/filing on top of the SC licence. Imported dairy remains under GACC’s overseas-establishment registration (dairy is one of the 17 official-recommended categories under Decree No. 280). A foreign producer can thus run three models: import-only, local plant-only, or a hybrid.

Key 2026 developments

Risk-graded SC licensing. Taking Zhejiang’s 2026 practice as a marker, licensing is tiered by product risk: health food, special medical food, infant formula, infant supplementary food and salt are reviewed by the provincial bureau; dairy, other special diets, other foods and additives by the municipal bureau; ordinary food by the county bureau, with all first-time applications subject to on-site audit. The standard process runs: prepare (business licence, fit-out, equipment, systems, trial batches) → online application → acceptance → on-site verification by ≥2 officers (first application always audited; pass rate generally ≥85%) → approval and electronic SC certificate.

Beverage plant example — Swire Coca-Cola Kunshan. Signed in January 2023 and producing in May 2026, the Kunshan plant is a “smart factory” with 13 planned lines, ultimate capacity exceeding 1.6 million tonnes/year and about RMB 1.2 billion in annual sales. Phase I has four lines (up to 400,000 tonnes/year, ~1 million bottles/day) producing sodas, sports drinks and 100+ SKUs. Local government compressed the SC licence review to five working days after expert on-site verification, illustrating how proactive provincial service shortens time-to-market.

Infant formula powder registration (MOJ, 19 May 2026). The *Measures for the Administration of Infant Formula Milk Powder Product Formula Registration* govern both domestic production and import. An applicant must be a production enterprise intending to produce and sell in China, or an overseas producer intending to export. Each enterprise is generally capped at three formula series and nine formulas (stage 1/2/3). The registration certificate is valid for five years (electronic equals paper). Labels must meet strict rules: no vague origin claims such as “imported milk source” or “ecological pasture”; no disease-prevention, immunity or intelligence claims; no “no added / zero added” emphasis for substances not permitted.

Infant formula liquid milk — the strictest regime. Following the September 2025 Food Safety Law amendment (effective 1 December 2025) that brought liquid infant formula into the registration system, SAMR issued the *Detailed Rules for the Review of Production Licences for Infant Formula Liquid Milk* on 29 January 2026. The rules forbid contract manufacturing and repackaging; a site with only packaging, process or equipment but no complete production process is not licensed; using the same formula for different brands is prohibited; and producing liquid formula from reconstituted powder is barred. Requirements include an independent air-handling system for clean zones, cooling raw milk to 0–4°C within two hours of milking, metal detection, and high staff qualifications (director/officer/R&D bachelor’s or above; production technicians college or above plus three years’ experience).

Imported dairy under GACC. Dairy is one of the 17 categories requiring official-recommended registration under GACC Decree No. 280 (effective 1 June 2026). A foreign dairy plant exporting to China must be recommended by its home authority and hold a China registration number printed on the label. A hybrid producer (local plant plus imports) needs both the SC licence and the GACC number.

Labelling and advertising. All products must meet GB 7718 and GB 28050; dairy and formula carry additional label rules (formula registration number, origin truthfulness, prohibition of therapeutic or health claims). Advertising must comply with the Advertising Law — no disease-treatment or unsubstantiated function claims.

Practical steps

  1. Incorporate a China entity (WFOE) to hold the SC licence and act as the producer of record.
  2. Secure site and environment approvals early; design the plant to the risk tier (dairy/infant formula → provincial/municipal scrutiny, stricter build standards).
  3. Apply for the SC licence with complete layouts, process flows, equipment lists, systems and trial-batch reports; budget for on-site audit.
  4. For infant formula, file SAMR formula registration (powder: three-series/nine-formula cap; liquid: no contract/repackaging, full in-house process) before any production or import.
  5. If importing dairy, complete GACC official-recommended registration and print the China number on labels.
  6. Build compliant labels (GB 7718/28050 + formula rules) and advertising review to avoid claims that trigger enforcement.

Supply-chain localisation and central-kitchen compliance for foreign chain restaurants in China |

Overview

Once a foreign restaurant brand moves beyond flagship stores to hundreds of outlets, the competitive edge shifts from brand power to supply-chain localisation. Centralised production, unified distribution and standardised taste (“one taste across a thousand stores”) require a compliant backbone: a licensed chain headquarters, central kitchens under tight control, and a local supplier base. This article covers the 2026 compliance framework for scaling a chain in China.

Market context

China’s chain-restaurant regulation has sharpened into a full-chain regime. At the centre sits the chain headquarters, accountable for system-building, supervision and unified management. Beneath it, central kitchens concentrate processing and distribution; stores execute under daily control. Recent local rules (Changsha’s 2026 chain-restaurant food-safety guide; Heilongjiang’s 2026 food-business-licence review rules; Fujian’s 2026 review-commitment route) show a clear trend: more explicit HQ duties, stricter central-kitchen requirements, and faster licensing for qualifying chains.

Key 2026 developments

Headquarters responsibilities. The HQ must hold a valid Food Business Licence covering a “catering-chain management” (餐饮服务连锁管理) item. It must establish an independent food-safety management body, appoint a dedicated food-safety director and officers, and run a “weekly check, monthly scheduling” (周排查、月调度) mechanism. It must conduct at least one full coverage inspection per year, must not use contracts to evade food-safety responsibility, and must report its national store list and management status to the regulator each December. On the documentation side, the HQ builds systems for purchase inspection, training assessment and complaint handling, with a supplier admission-and-exit mechanism and traceable vouchers; responsible persons and managers must complete at least 40 hours of concentrated training annually.

Central-kitchen control. Central kitchens must implement daily/weekly/monthly control, upload records to the local food-safety platform, and fully disclose licences, health certificates and traceability codes. Purchase inspection requires complete documentation; distribution is fully logged; special records cover staff health, additive use and food retention samples. Process controls mandate raw/cooked tool separation and temperature-controlled preparation rooms; distribution uses dedicated vehicles safeguarding temperature and hygiene — preventing cross-contamination from processing to delivery.

Store-level execution. Stores need a valid Food Business Licence, label “网络经营” for online channels, and staff food-safety personnel by scale, all under daily/weekly/monthly control uploaded to the platform. They must display licences, health certificates, complaint lines and anti-waste notices; delivery must use tamper-evident seals (食安封签) and store-made-only preparation is strictly required (no subcontracting production).

Localisation in practice. Kua Fu (夸父炸串), a 3,000-store skewer chain, opened a fourth-generation smart factory in Linyi, Shandong in 2026 with 100,000 tonnes annual capacity and automated skewer lines plus digital quality control. All skewer raw materials are uniformly processed in the factory and cold-chain delivered; stores lost the right to self-procure, eliminating instability and cross-contamination at source. The brand partners with a leading compound-condiment maker for exclusive sauces, oils and seasonings, with annual quality targets (e.g. zero batch quality incidents). Hardware and SOP are unified chain-wide — equipment parameters, operating standards and back-of-house layout — with fryers fitted with timers to replace eyeball judgement.

Licensing acceleration. Fujian’s “review-commitment” (评审承诺制) route lets a chain with ≥10 directly-operated stores and “four unifications” (unified organisation, management, distribution and food-safety responsibility) open new direct stores without on-site inspection, with post-licence verification within 30 working days. Heilongjiang’s 2026 review rules explicitly set area, equipment, cold-chain, testing and labelling requirements for central kitchens and collective-meal delivery, and define review norms for chain HQs and food-service management companies, including cross-provincial filing.

Entrustment production overlay. Where a chain commissions exclusive sauces, pre-processed ingredients or signature items to a contractor’s spec, the arrangement may meet the three elements of entrustment production under the Food Entrustment Production Supervision Measures (effective 1 December 2026), making the brand the responsible entrusting party with supervision and staffing duties.

Practical steps

  1. Stand up a licensed HQ entity with the catering-chain-management licence item before scaling; build the food-safety unit and appoint director/officers.
  2. Design the central kitchen to daily/weekly/monthly control and cold-chain standards; plan dedicated vehicles and retention-sample protocols.
  3. Localise the supplier base — move from imported to domestically processed ingredients; use unified factories to remove store-level sourcing variability.
  4. Standardise hardware and SOP chain-wide (equipment, layout, cooking parameters) to lock taste and reduce human error.
  5. Use fast-track licensing (e.g. Fujian review-commitment) where the store count qualifies.
  6. Map custom SKUs to the Entrustment Measures — if you spec exclusive items, you are the responsible party; set up supervision before 1 December 2026.

  4. 全链统一硬件与SOP(设备、布局、烹饪参数),锁定口味并减少人为误差。
