Overview
On 9 October 2026, Guangzhou Customs held a press conference at which it released the Measures of Guangzhou Customs in Support of the 140th China Import and Export Fair of 2026 — 12 measures in total — and the Customs Clearance Guide for the 140th Canton Fair of 2026. The two documents set out how customs will handle exhibits, personnel and goods connected with the session.
This article focuses on the customs dimension of the fair. It does not restate the fair’s overall scale or its three-phase arrangement, which are covered separately. The material below reproduces the measures and the clearance guide as described by Guangzhou Customs, and separates the official description from practical observation.
The 140th Canton Fair is held in the year that marks the 70th anniversary of the fair’s founding. Guangzhou Customs notes that it has set up expedited channels for inbound exhibits at key ports at each session since the 133rd Canton Fair.
The 12 facilitation measures
The 12 measures cover a range of customs functions connected with the fair. The areas they address include:
- Efficient clearance for exhibits and personnel — supporting the smooth entry and exit of exhibition goods and the people attending the fair.
- On-site staffing — Guangzhou Customs dispatches officers to serve at the venue during the fair.
- In-hall inspection of imported exhibits — a measure new to this session, described in more detail below.
- Food and cosmetics imported for exhibition — supporting the entry of food and cosmetics to be displayed at the fair.
- Tax treatment of exhibits purchased after the fair — supporting exhibits that are purchased after the fair in enjoying tax preferences.
- Streamlined departure tax-refund verification — optimising the model for verifying departure tax refunds.
- A pilot reform of “batch inspection (quarantine)” for exports — implementing the pilot for export goods.
- Support for agricultural and food exports — a measure new to this session, described below.
The measures are published as a single document of 12 items. The list above groups them by the function they serve; it does not assign the items to numbered positions.
In-hall inspection of imported exhibits
The measure new to this session is the support for in-hall inspection of imported exhibits. Zeng Qi, deputy director of the Port Supervision Division of Guangzhou Customs, explained the background.
Under the ordinary arrangement, exhibits that require inspection must complete inspection at the port before the enterprise can move them to the exhibition hall for set-up. Under in-hall inspection, the inspection can be carried out after the exhibits reach the hall. Guangzhou Customs describes the practical effect in two ways.
First, the port unpacking step is saved. This gains time for transport and set-up, and saves logistics and warehousing costs. Second, the exhibits are unpacked only once, avoiding a second round of unpacking and moving, which reduces the risk of damage. This is described as particularly helpful for the safe set-up of high-value, precision and fragile exhibits.
Support for agricultural and food exports
The other measure new to this session concerns exports of agricultural products and food. An exporting enterprise, or a farming and breeding base, may obtain a recommendation from the agriculture and rural affairs department in advance. With that recommendation, when the enterprise submits an application for overseas recommendation to customs, it is exempt from the on-site assessment that customs would otherwise carry out.
This is a procedural facilitation on the export side. It reduces one step in the process of obtaining an overseas recommendation, and it applies to the enterprises and bases that hold the prior recommendation from the agriculture department.
The clearance guide and the first inbound exhibits
The Customs Clearance Guide for the session sets out eight areas: Canton Fair filing; approval and admission of exhibits; declaration of inbound materials; inspection and release of exhibits; supervision during the fair; disposal of exhibits; supervision of personnel and personal effects; and equipment for press interviews. The guide is the reference document for participants handling the customs side of the fair.
The first batch of inbound exhibits cleared through Guangzhou Customs on 27 September 2026, entering China through the Nansha port in Guangzhou. The batch consisted of teapots, coffee machines, ceramic tableware and similar items made in Türkiye, totalling 84 items with a combined weight of about 12.3 tonnes. By 9 October, 10 batches of exhibits had entered through ports including Nansha port and Baiyun Airport.
On the tax side, the official description is that all exhibits temporarily imported during the fair may enjoy measures such as customs officers being stationed in the exhibition hall to supervise them, and exemption from submitting a tax guarantee to customs, which reduces the pressure on enterprises’ use of funds. Exhibits that are purchased after the fair enjoy tax preferences in accordance with the applicable rules. The official framing is not that all exhibits are duty-free; it is that temporarily imported exhibits are exempt from submitting a tax guarantee, and that exhibits purchased after the fair are treated under the relevant tax preferences.
Practical notes for exhibitors
- Plan around the two new measures. In-hall inspection can shorten the path from port to hall for fragile or high-value exhibits, and the export facilitation removes an assessment step for enterprises that hold a prior agriculture-department recommendation.
- Use the clearance guide as the checklist. The eight areas in the guide map to the tasks an exhibitor must complete, from filing and declaration to disposal of exhibits after the fair.
- Distinguish the two tax treatments. Temporary import is linked to exemption from submitting a tax guarantee; purchase after the fair is linked to the applicable tax preferences. These are separate matters and should be handled separately.
- Check timing early. The first batch cleared on 27 September and further batches followed through early October, so exhibit logistics run in the weeks before the fair opens.

进境展览品到馆查验
本届新增的措施是支持进境展览品到馆查验。广州海关口岸监管处副处长曾琦介绍了相关背景。
在一般情况下,需查验的展览品须在口岸完成查验后,企业才能将其运往展馆布展。实施”到馆查验”后,查验可在展览品运抵展馆后进行。广州海关从两个方面介绍了其实质效果。
其一,省去口岸拆装环节。这为运输和布展抢出了时间,也省下了物流仓储开支。其二,展览品只拆一次箱,避免了二次拆装搬移,从而降低损耗。广州海关表示,这对高值、精密、易损展品的安全布展尤为有利。
支持农产品、食品出口
本届另一项新增措施涉及农产品与食品出口。出口农产品企业或种养殖基地可提前向农业农村部门申请并获得推荐意见。凭该推荐意见,企业在向海关提交对外推荐申请时,免于海关现场考核。
这是出口环节的一项程序便利,减少了一道办理对外推荐的环节,适用于已取得农业农村部门事先推荐的出口农产品企业或种养殖基地。
通关须知与首批进境展品
本届通关须知列明八个方面:广交会备案、展览品审批和准入、进境物资申报、展览品查验与放行、展中监管、展览品处置、人员及个人物品监管,以及记者采访器材。该须知是参会方办理海关事务的参考文件。

- 把通关须知当作清单。 须知中的八个方面对应参展方需完成的事项,从备案、申报到展后展览品处置。
- 区分两类税收安排。 暂时进境对应免于提交税款担保;展后留购对应按规定适用的税收优惠。二者是不同事项,应分别办理。
- 尽早核对时间安排。 首批展品于 9 月 27 日通关,其后多批次在 10 月初陆续入境,展品物流在展会开幕前数周即已展开。
