Why this matters now

Education is now one of the most active fronts of China’s services opening. In May 2026, the Ministry of Education (MOE) approved 219 new Sino-foreign cooperative education units — 86 new institutions and 133 new programmes — the largest single-batch approval in two decades, roughly double the volume of the same period in 2025. In June 2026, the State Council issued the Education Development 15th Five-Year Plan, which elevates “expanding high-level education opening” to a national priority and explicitly encourages foreign high-level science and engineering universities to run programmes in China. The utilisation of foreign capital action plan separately supports pilots for foreign vocational training institutions, vocational colleges and high-level universities in science, engineering, agriculture and medicine. For foreign universities, vocational training groups and education investors, 2026 presents both the widest entry channels in years and a clearer regulatory floor.

The scale of the 2026 wave

The 219 new units include high-profile partnerships: Harbin Institute of Technology and emlyon Business School (data science college), Beijing Institute of Technology and Politecnico di Torino (Beili Torino Polytechnic), Sichuan University and the University of Auckland (Auckland College), and Tianjin University with Hong Kong Polytechnic University (Shenzhen Future Technology College). Roughly two-thirds of the new programmes are science and engineering oriented, including artificial intelligence, data science, intelligent manufacturing and biomedical engineering. The participant base is widening beyond the traditional US-UK-Australia group to France, Singapore, Russia, Spain, Hungary, Cuba and Central Asia. To date, MOE-approved undergraduate-level Sino-foreign cooperative institutions and programmes exceed 1,700, involving more than 1,100 overseas universities across 45 countries and regions. At the same time, the MOE is culling low-quality programmes: 315 institutions and programmes were terminated in 2025-2026.

Hainan: the independent-campus channel

Hainan is the pilot for the most advanced form of opening: foreign universities operating independently. Under the Hainan Free Trade Port Law (2021) and the Provisional Rules on Overseas Higher Education Institutions Running Schools in Hainan FTZ (2023), a foreign university can establish a campus without a Chinese partner, limited to undergraduate and above programmes in science, engineering, agriculture and medicine. Two schools have been approved: Hainan Bielefeld University of Applied Sciences (a German public university, in Danzhou Yangpu) and Hainan Lausanne Hospitality Management University (operated by EHL, in Sanya). Benefits include zero-tariff import of self-use teaching and research equipment, an individual income tax cap of 15% for high-end talent, and visa-free entry facilitation for foreign teachers. The Lingshui Li’an International Education Innovation Pilot Zone has brought in 30 universities and 24 MOE-approved cooperative institutions and programmes, with 2026 student numbers expected to exceed 15,000.

Regional cooperation zones

Beyond Hainan, regional zones are emerging. In 2026 the MOE and Yunnan Province jointly issued an action plan to build an “RCEP International Education Cooperation Zone” in Yunnan, targeting the South and Southeast Asia neighbourhood. Yunnan’s 12 universities run 26 overseas institutions and programmes, over 90% of them in South and Southeast Asian countries, having trained more than 5,000 people; the province has also hosted 48 Sino-foreign cooperative institutions and programmes. For foreign universities, these zones offer cooperative channels that combine vocational training, skill certification and industrial linkage, often with government funding support.

Regulatory floor and screening

The expansion comes with a strict floor. New projects are screened against industrial relevance and quality; since 2025, commercial and management programmes have been approved only sparingly, while science, engineering, agriculture and medicine projects now exceed 85% of new approvals. Institutions with insufficient foreign input, disconnected curricula or enrolment shortfalls are terminated (315 terminated in 2025-2026). Foreign institutions should verify a Chinese partner’s credentials, confirm the programme’s inclusion in the MOE supervision platform, and assess whether the proposed programme sits in a priority field before committing resources.

Practical steps for foreign institutions

First, choose the entry channel: MOE-approved cooperative education (with a Chinese university partner), Hainan independent campus (science, engineering, agriculture and medicine, undergraduate and above), or vocational training via the services-opening pilots. Second, for cooperative models, select a partner university with compatible research strength and apply through the provincial education department to the MOE; monitor the approval calendar, as batches are processed periodically. Third, for Hainan, engage the provincial education department and the Lingshui pilot zone administration early, and budget for the FTZ benefits (zero-tariff equipment, talent tax, visa facilitation). Fourth, plan for quality compliance from day one: MOE supervision reporting, enrolment thresholds and periodic evaluation are mandatory. Fifth, for the vocational segment, align with industry partners and local government demand signals.

Compliance notes

All cooperative institutions and programmes require MOE approval; operating without it exposes the programme to termination. The distinction between on-quota programmes (included in the gaokao plan) and off-quota ones matters for student recruitment and diploma recognition — off-quota students need CSCSE certification, with higher compliance risk. Foreign degree programmes for Chinese students should be checked against the MOE’s list of approved units. Finally, the policy momentum is strong but the floor is rising: quality and industrial relevance determine approval odds in the 2026-2030 cycle.

海南：独立办学通道
