Among its market-access measures, education and training stand out as a concrete, name-checked opening.

The education and training opening

Under “deepening services-sector opening,” the plan states it will steadily expand the pilot opening of vocational-skill training institutions, vocational schools, and high-level polytechnic/agricultural/medical universities to foreign investment. This is a targeted, pilot-based liberalisation rather than blanket nationwide access — foreign education investors should expect to enter through designated pilot zones and approved formats.

The same paragraph supports Beijing in upgrading its national comprehensive demonstration zone for services-sector opening, piloting modern-services opening in digital economy and healthcare, and upgrading the Mainland–Hong Kong/Macao Closer Economic Partnership Arrangement (CEPA) to grant Hong Kong and Macao investors earlier and broader access in services.
