Visa-Free Entry to China: What It Covers and What It Does Not | 免签入境中国:可以做什么、不可以做什么

Overview

China operates several distinct visa-free arrangements for foreign nationals. They are often discussed together, but they have different eligibility rules, different permitted areas and different limits on how long a traveller may stay. This note sets out the boundaries of three of them: the unilateral visa-free policy, the 240-hour visa-free transit, and the 30-day visa-free entry to Hainan. It focuses on what a visa-free arrival does and does not permit, and on how the stay period is counted.

The starting point is that a visa-free arrangement is a limited permission, not a general waiver of visa requirements. The three arrangements

Unilateral visa-free entry. Under this policy, ordinary-passport holders from the eligible countries may enter China without a visa for business, tourism or family visits of up to 30 days. Public reports describe the list as covering 50 countries, including Canada, Australia, New Zealand, the United Kingdom, France and Germany, and state that the policy has been extended to 31 December 2026. The National Immigration Administration’s published answers set out a further breakdown: for Brunei, the visa-free policy for ordinary-passport holders has no stated end date; for Russia, it runs to 14 September 2026; and for the remaining 46 countries, it runs to 31 December 2026. 240-hour visa-free transit. Under this arrangement, a traveller transiting China to a third country or region may enter without a visa for no more than 240 hours (10 days) within the designated areas. It requires an ordinary passport and a connecting ticket to the third country or region with confirmed dates and itinerary. Public reports describe the eligible list as having grown to 57 countries, with entry available from 65 open ports. This item rests on public reporting and should be confirmed against the National Immigration Administration’s releases.

30-day visa-free entry to Hainan. Under this arrangement, citizens of the eligible countries may enter through Hainan’s open ports and stay visa-free for no more than 30 days within the administrative area of Hainan Province. Public reports describe the eligible list as having grown to 61 countries. This item is likewise based on public reporting.

What visa-free entry allows, and what it does not

During a visa-free stay under these arrangements, a traveller may carry out short-term activities such as tourism, business and trade, visits and family visits. Activities that require prior approval — work, study and news reporting — must still be covered by a visa obtained before travelling. A visa-free arrival is therefore not a substitute for the correct permit where the purpose of the trip falls outside the permitted short-term activities.

The arrangements also differ in the area in which the visa-free stay may be spent. The 240-hour transit has designated areas, and the Hainan arrangement is confined to the administrative area of Hainan Province. Travellers should confirm the permitted area for the arrangement they intend to use, because the area condition is part of the arrangement itself.

Counting the stay and the documents required

  • Confirm the arrangement that fits the trip. If the trip is a direct visit for business, tourism or family reasons, the unilateral policy may apply. If the traveller is passing through to a third country or region, the transit arrangement may apply. If the stay is confined to Hainan, the Hainan arrangement may apply.
  • Check the passport. An ordinary passport, valid for the intended travel in China, is the basic requirement for all three arrangements.
  • Prepare the supporting document for transit. The 240-hour transit requires a connecting ticket to the third country or region with confirmed dates and itinerary.
  • Match the purpose to the permitted activities. If the trip involves work, study or news reporting, obtain the visa before travelling.
  • Note the area condition. For the transit and Hainan arrangements, stay within the designated area or the province, as applicable.
  • Verify the latest list and dates. Because published counts and end dates differ, confirm against the National Immigration Administration and the relevant Chinese embassy or consulate.

Common points of confusion

  • “Visa-free” does not mean “no rules.” It is a permission with a purpose, an area and a time limit attached.
  • The 30-day period is not the same in every arrangement. The unilateral policy and the Hainan arrangement both refer to 30 days, but the transit arrangement refers to 240 hours within designated areas. These are different measures and should not be mixed.
  • A visa-free arrival is not a work permit. Employment still requires the appropriate visa and permit obtained through the proper channels.

免签允许什么、不允许什么
