Overview

Customs Order No. 283, the Decision of the General Administration of Customs on Amending Certain Rules, was published in April 2026 and takes effect on 1 November 2026. It amends seven departmental rules governing the entry and exit of fruit, grain, wood packaging, non-food animal products and feed.

The order consolidates rather than creates policy: it aligns the rules with current processes, with the Administrative Licensing Law and with customs credit management, and cuts institutional transaction costs. It changes how applications and clearances are handled, not what is inspected.

The seven rules

The rules amended are the measures on import fruit; the equivalent measures for export fruit; the measures on grain entering and leaving the country; the measures on quarantine of wood packaging for inbound goods; the measures on quarantine treatment of wood packaging for outbound goods; the measures on non-food animal products; and the measures on import and export feed and feed additives.

Three kinds of amendment

The first group aligns the rules with current processes. References to the outbound goods certificate for document exchange and to document-exchange inspection are deleted as obsolete. The import fruit rule states that fruit must enter through ports meeting customs supervision conditions. Definitions of feed, feed additives and feed raw materials are refined for consistency.

The second group aligns the rules with the Administrative Licensing Law and with credit management. Withdrawal and cancellation circumstances that did not meet the law are deleted; clauses on cancelling mark-application or registration qualification are deleted or revised; and provisions on credit files and lists of unreliable enterprises are removed. Registration validity for export fruit enterprises and for wood packaging treatment enterprises becomes a uniform five years.

The third group cuts compliance cost: the 100-mu orchard requirement is deleted from the export fruit registration conditions.

What changes for importers

An enterprise whose registration previously ran on a shorter cycle now works to five years. Renewal filings fall, but the longer period lengthens the window in which a change of address, line or contact person can go unreported, so the register must be kept internally.

Deleting the 100-mu condition removes a scale test that excluded smallholders and cooperatives. It does not remove the substantive requirements on orchard management, pest monitoring or packing house hygiene.

For import fruit, entry must now be through ports that meet customs supervision conditions. A buyer routing consignments through a port chosen for freight cost should confirm designation before the season, not after the first container is held.

Deleting the certificate for document exchange simplifies the outbound chain but fixes a process rather than relaxing inspection. The refined feed definitions change how compound feed, additive premixes and raw materials are described at declaration — a question of description, not of tariff codes.

What does not change

The order does not lower inspection or quarantine standards, add permitted categories or reduce the documents a consignment must carry. It removes obsolete procedural references and conditions outside the licensing framework.

That distinction matters. A supplier who reads five-year validity as a signal that supervision has loosened will be unprepared for the same documentary scrutiny at the border.

The boundary with announcement No. 146

One instrument sits outside this order: Announcement No. 146 of 2026, on the supervision of enterprises importing grain, takes effect on 15 November 2026 and operates at the level of an announcement rather than a departmental rule. It has its own scope and is not amended by Order No. 283.

Practical steps

  • Check the registration expiry date of every overseas orchard, packing house, wood packaging facility and feed establishment, and rebuild the renewal calendar around five years.
  • For import fruit, confirm that the intended port meets customs supervision conditions for the commodity before booking.
  • Retire certificate templates that still refer to the outbound goods certificate for document exchange, and brief forwarders and agents.
  • Review how compound feed, additive premixes and raw materials are described in declarations.
  • Keep the registration certificate, change filings and quarantine treatment records in one file; longer validity shifts that duty onto the enterprise.
  • Confirm with local customs which of the seven rules applies to a product line; one shipment may touch more than one.

Outlook

The direction is administrative modernisation: fewer obsolete forms, one licensing framework, and registration periods that no longer differ by product. For importers the effect is a lighter paperwork load and a heavier record-keeping duty.

The risk in the transition is not the new text but the old habits built around it.
