Overview
On 18 September 2026 the website of the General Administration of Customs (GACC) published Announcement No. 139 of 2026, jointly issued by GACC, the Ministry of Ecology and Environment and the Ministry of Commerce. Its full title is the Announcement on Repealing the Notice of the General Administration of Customs, the Ministry of Environmental Protection, the Ministry of Commerce and the General Administration of Quality Supervision, Inspection and Quarantine on the Handling of Offcuts, Waste and Defective Products Leaving Export Processing Zones.
The repealed document is 署加发〔2009〕172 号. The stated purpose of the repeal is to implement the Ecological Environment Code. The announcement takes effect from the date of publication and is dated 5 September 2026.
For enterprises that operate inside or alongside bonded and export-processing infrastructure, the move is less about a single formality and more about which rulebook now governs materials that cross the boundary between bonded processing and domestic solid-waste management.
What the repealed 2009 notice covered
The 2009 notice dealt with a narrow but operationally sensitive question: how the offcuts (边角料), waste (废品) and defective or rejected products (残次品) generated by enterprises in export processing zones should be handled when they leave the zone. By repealing 署加发〔2009〕172 号, the three departments withdraw a document drafted under an earlier regulatory framework and return the matter to the current ecological-environment and solid-waste rules, of which the Ecological Environment Code is now the governing statute.
Why now: the Ecological Environment Code and a rebuilt inspection framework

- No. 144 (28 September) — adding key microbial-indicator testing requirements for imported recycled pulp.
Taken together with the repeal of the 2009 notice, these measures point in the same direction: a recalibration of how solid waste and recycled raw materials are inspected and supervised at the border, with the Ecological Environment Code as the reference point. For traders, the practical reading is that the environmental and quarantine framing of secondary materials — offcuts, waste, recycled pulp and similar inputs — is being consolidated rather than left to scattered older notices.
Background: 24 measures for comprehensive bonded zones
The repeal also lands against a wider reform of comprehensive bonded zones. In April 2026 the State Council General Office transmitted customs’ Measures on Promoting the Capacity Upgrade and Quality Improvement of Comprehensive Bonded Zones (国办函〔2026〕40 号), which set out 24 reform measures across four areas, beginning with raising the level of new business formats and models. Among the specific measures:
- Easier re-import repair. Domestic manufactured export products and their parts may enter a comprehensive bonded zone from overseas for repair and then be re-exported, without being subject to the comprehensive bonded zone repair-product catalogue or the catalogue of prohibited imported used mechanical and electrical products.
- Negative-list management. Support for exploring negative-list management of bonded repair products, and for gradually advancing pilot domestic sales of bonded-repaired finished goods.
- Commodity barcode identification. Support for introducing commodity barcode identification in comprehensive bonded zones.
- Bonded ore blending. Zone enterprises may carry out physical blending of metal mineral products in bonded-logistics form (“bonded ore blending”).

Publicly reported cases illustrate how the reform is being used:
- Chongqing Xiyong Comprehensive Bonded Zone completed its first order of domestic-made exported game-console motherboards returned for repair — by Dafeng (Chongqing) Computer Co., Ltd. — finishing two batches totalling 238 boards.
- Huangpu Comprehensive Bonded Zone saw Guangzhou Hongyu Digital Technology achieve a “returned from overseas — repaired — remanufactured — re-exported” closed loop, cutting operating costs by 30% and shortening overall lead time by 50%.
- Beihai Comprehensive Bonded Zone, Area B saw Guangxi Wolong Mineral Resources Co., Ltd. complete its 18th batch — over 11,432 tonnes of imported copper concentrate — of bonded blending on 15 September 2026.
What it means for bonded operators and foreign investors
- A cleaner rulebook for secondary materials. Repealing the 2009 notice removes an older layer from the handling of offcuts, waste and defective products leaving export processing zones, so operators should re-confirm which current environmental and customs rules now apply to each material stream.
- Environmental compliance moves to the centre. With the Ecological Environment Code as the stated purpose, the handling of scrap and recycled inputs is increasingly an ecological-environment question as much as a customs question.
- The bonded-zone reform is the growth channel. Easier re-import repair, negative-list management of repair products and bonded ore blending widen what a zone enterprise can do; foreign investors weighing a bonded-zone footprint should treat these as the operative permissions.
- Traceability and data matter. Barcode identification and the move toward negative-list and pilot domestic-sale models reward operators with clean material records and systems that can show where secondary materials went.
Practical steps
- Identify which of your material streams (offcuts, waste, defective products, recycled pulp) were previously handled under 署加发〔2009〕172 号, and confirm the current environmental and customs requirements that now apply.
- Check whether imported recycled pulp shipments meet the inspection standard and the added microbial-indicator requirements under Nos. 141 and 144 before shipping.
- Review re-import repair plans against the 24 measures for comprehensive bonded zones, particularly the removal of the repair-product and prohibited-used-machinery catalogue limits.
- If you operate metal mineral imports, assess whether bonded ore blending fits your supply chain and where it can be carried out.
- Keep material traceability records in a form that supports barcode identification and any future negative-list or domestic-sale pilot.
