Overview

In August 2026 Huairou was formally included in the China (Beijing) Pilot Free Trade Zone linkage development zones, the step being taken on 6 August 2026. On 13 September 2026 the Huairou session of the 2026 China International Fair for Trade in Services — held at the Deloitte Academy under the theme “Sci-Tech Empowerment, Shared Openness” — released the Implementation Plan for Building the Huairou Linkage Development Zone of the China (Beijing) Pilot Free Trade Zone.

This article deals only with the Huairou zone: its own implementation plan, spatial scope, task list, service matrix and investment data. It does not restate the city-wide linkage-zone mechanism — how linkage zones are defined and the rules shared across the zones — which is a separate subject; readers looking for the general framework should consult that material instead.

The plan and its spatial scope

The plan sets the implementation area at 11.07 square kilometres, made up of two parts: the Huairou Science City core area and an industrial transformation demonstration area. The functional positioning is that of a demonstration zone for disruptive innovation sourcing and the transformation of scientific and technological achievements.

That positioning explains the two-part design. The core area is where basic research, large-scale scientific facilities and national strategic scientific and technological capabilities are concentrated. The industrial transformation demonstration area is where results are taken through pilot testing towards production. For a company deciding where to place an activity, the distinction matters: a research or validation function points to the core area, while a pilot, scale-up or early manufacturing function points to the transformation area.

Two industries, four boards, 17 tasks

The plan focuses on two industries — healthcare and integrated circuits — and organises its work around four boards: healthcare, integrated circuits, scientific and technological innovation resources, and factor guarantees. Across these four boards it deploys 17 key tasks.

The first batch of industrial projects named in the plan includes a high-throughput small-molecule drug screening platform and a 6/8-inch MEMS public pilot-testing platform. Both are platform-type projects: they are intended to be shared infrastructure rather than facilities for a single occupier, which is relevant to smaller research-stage companies that could not justify building such capacity alone.

The industry choice is consistent with the facilities already located in the district. The healthcare board draws on the science city’s research base; the integrated circuits board draws on the same concentration of scientific and technological resources, with MEMS pilot testing bridging the two.

The “Going-Global Station” service matrix

The distinctive feature of the Huairou launch is the service layer built around the plan. Three “Going-Global Station” service stations were formally awarded at the event:

  • a consulting station, undertaken by the Deloitte Academy;
  • a legal services station, undertaken by Yihe Law Firm;
  • a financial services station, undertaken by Bank of China Beijing Huairou Sub-branch.

Drawing on the global networks and professional capabilities of the host organisations, the stations provide services in going-global strategy planning, international market access, foreign-related legal protection and international resource matching.

The Deloitte side described its own reach at the event: service institutions in more than 150 countries and regions, and Chinese-speaking global service group colleagues deployed in more than 100 countries and regions. Its services cover going-global strategy planning, the design of human-resource structures and of going-global information systems, and matters of concern to companies such as tax questions and compliance in cross-border data flows.

For a foreign-invested enterprise, the practical value of the matrix is that it aggregates advisory, legal and financial support behind three named institutions rather than leaving the company to assemble providers itself. A company already operating in the district, or a Chinese-invested company expanding abroad from it, can approach the relevant station directly according to the issue at hand.

The cooperation alliance and the district’s investment data

A Huairou District Going-Global International Cooperation Alliance was also established, bringing together more than 50 key foreign-invested and foreign-trade enterprises. At the event, plaques were awarded to a group of key foreign-invested and foreign-trade enterprises including Jiannaixi Biotechnology, Shuanghesheng Five-Star Brewery, Mars Foods and Amazon Tong Technology Services; reporting on 16 September 2026 added Reynolds among the representatives receiving plaques.

The district’s investment figures give the context. Actually-utilised foreign investment has reached USD 355 million, an increase of 472 per cent year on year and a record high, with a full-year forecast of USD 600 million. In the first seven months of the year, total import and export ranked first among the city’s ecological conservation districts, with both imports and exports growing and exports up more than 30 per cent.

What the plan means for foreign enterprises

Three points are worth extracting for a company considering the zone.

Platform access. The named first-batch projects — the drug screening platform and the MEMS pilot-testing platform — are shared facilities. For a company whose work depends on pilot capacity it would not build itself, the relevant question is how access is arranged and on what terms, which is a matter to confirm with the zone.

Facility sharing as a stated direction. The district’s next steps include opening up the sharing of large-scale scientific facilities and major research instruments, and connecting the complete innovation chain from laboratory to small-scale and pilot testing to industrialisation. Taken with the platform projects, this signals that the science city’s equipment is intended to be reachable by enterprises, not reserved for institutes.

Policy delegation and stress testing. The district has also stated that it will replicate and extend the mature reform results of the Beijing Pilot Free Trade Zone, organise industrial innovation stress tests, continue to optimise the business environment, actively promote the delegation of Beijing Pilot Free Trade Zone policies, and connect the innovation chain described above. For a foreign investor, “stress testing” and “policy delegation” are the terms that indicate where pioneering measures may become available first — worth raising directly with the district commerce authorities when assessing a project.

Practical steps

  1. Decide which part of the zone fits the activity: research and validation in the science city core area, or pilot, scale-up and early production in the industrial transformation demonstration area.
  2. Identify which of the two industries and which of the four boards the project falls under, since the 17 tasks are organised along those lines.
  3. Ask the zone how access to the drug screening platform and the MEMS pilot-testing platform is arranged, and on what terms, before designing a project that depends on them.
  4. Approach the relevant “Going-Global Station” station — consulting, legal or financial — according to the issue, rather than assembling separate providers.
  5. Consider the Going-Global International Cooperation Alliance as a route to counterpart enterprises already active in the district.
  6. Raise questions on policy delegation, stress testing and facility sharing with the district commerce authorities at project-design stage.

2026年8月,怀柔正式纳入中国(北京)自由贸易试验区联动发展区,纳入时间为2026年8月6日。2026年9月13日,”科创赋能·智享开放”2026年中国国际服务贸易交易会怀柔专场活动在德勤书院举办,活动上《中国(北京)自由贸易试验区怀柔联动发展区建设实施方案》正式发布。

本文仅讨论怀柔联动发展区:其自身的实施方案、空间范围、任务清单、服务矩阵与投资数据。本文不复述全市层面的联动发展区机制——即联动发展区如何界定、各区共享哪些规则——那属于另一主题;需要了解总体框架的读者可另行查阅相关材料。

实施方案与空间范围

实施方案将实施范围确定为11.07平方公里,由两部分组成:怀柔科学城核心区和产业转化示范区。功能定位为”颠覆性创新策源与科技成果转化示范区”。

这一定位解释了”两部分”的设计。核心区集聚基础研究、大科学装置与国家级战略科技力量;产业转化示范区则承接成果走向中试与生产。对于正在决定把何种职能放在何处的企业而言,这一区分很关键:研发或验证职能指向核心区,中试、放大或早期生产职能指向产业转化示范区。

两大产业、四大板块、17项重点任务

实施方案聚焦医药健康、集成电路两大产业,围绕医药健康、集成电路、科技创新资源、要素保障四大板块组织工作,并在这四大板块下部署17项重点任务。

实施方案列出的首批产业项目包括高通量小分子药物筛选平台和6/8英寸MEMS公共中试平台。两者都属于平台型项目:定位为共享基础设施,而非服务于单一使用方,这对无力独自建设此类能力的研发阶段中小企业尤为重要。

产业选择与区内已有设施相契合。医药健康板块依托科学城的研究基础;集成电路板块依托同样集中的科技创新资源,而以MEMS中试衔接两者。

“出海驿站”服务矩阵

怀柔此次发布的特色,是围绕实施方案搭建的服务层。活动现场有三个”出海驿站”服务站正式授牌:

  • 咨询服务站,由德勤书院承接;
  • 法律服务站,由易和律师事务所承接;
  • 金融服务站,由中国银行北京怀柔支行承接。

依托承接机构的全球网络与专业能力,各服务站围绕出海战略规划、国际市场准入、涉外法律保障、国际资源对接等领域提供服务。

德勤方面在活动现场介绍了自身网络:在全球150多个国家和地区设有服务机构,在100多个国家和地区部署了会说中文的全球服务组同事。其服务涵盖出海战略规划、人力资源结构搭建、出海信息系统搭建,以及财税问题、数据出境合规等企业关心的事项。

对外资企业而言,该矩阵的实际价值在于,把咨询、法律与金融支持集中到三个具名机构之后,企业无需自行拼装服务供应商。已在区内经营的企业,或从区内走向海外的中资企业,可按事项直接对接相应服务站。

出海国际合作联盟与全区外资外贸数据

怀柔区出海国际合作联盟同期成立,携手50余家重点外资外贸企业。活动现场为一批重点外资外贸企业授牌,包括健乃喜生物技术、双合盛五星啤酒、玛氏食品、亚马逊通技术服务等;2026年9月16日的报道补充,授牌企业代表还包括雷诺丽特。

全区投资数据提供了背景。实际使用外资3.55亿美元,同比增长472%,创历史新高,预计全年可达6亿美元。今年1—7月,进出口总额稳居全市生态涵养区首位,进口、出口保持双增长,其中出口同比增长超30%。

对企业的意义

有三点值得考虑进入该区域的企业提取。

平台使用。 首批具名项目——药物筛选平台与MEMS公共中试平台——均为共享设施。对于依赖自身无力建设的中试能力的企业而言,关键问题是使用如何安排、按何种条件,需与园区确认。

设施共享是既定方向。 怀柔下一步包括畅通大科学装置与大型科研仪器开放共享渠道,并打通实验室—小试中试—产业化的完整创新链条。结合平台类项目看,这释放的信号是:科学城的设备面向企业开放,而非仅限科研机构使用。

政策下放与压力测试。 怀柔还表示将复制推广北京自贸试验区成熟改革成果,组织开展产业创新压力测试,持续优化营商环境,积极推动北京自贸试验区政策下放,并打通上述创新链条。对外资投资者而言,”压力测试”与”政策下放”正是提示先行先试事项可能率先落地的表述——在评估项目时,值得直接向区商务主管部门提出。

实务步骤

  1. 判断项目适配园区的哪一部分:研发与验证放在科学城核心区,中试、放大与早期生产放在产业转化示范区。
  2. 判断项目属于两大产业中的哪一个、四大板块中的哪一个,因为17项重点任务即按此组织。
  3. 在设计依赖平台的项目之前,先向园区了解药物筛选平台与MEMS公共中试平台的使用安排与条件。
  4. 按事项对接相应的”出海驿站”服务站——咨询、法律或金融——而非分别寻找供应商。
  5. 把出海国际合作联盟视为对接区内已有同业企业的渠道。
  6. 在项目设计阶段,就政策下放、压力测试与设施共享向区商务主管部门提问。
