One-stop foreign investment service windows | 外商投资一站式服务窗口

Overview

China has been building a national, multi-channel service network for foreign investors under the “Invest in China” (投资中国) brand. Rather than a single physical counter, the initiative combines a national digital service platform, a dedicated task force for major foreign-funded projects, a regular foreign-enterprise roundtable, and an online issue-collection system — supplemented by local government service centres that handle one-window FIE setup. This article explains what the one-stop system covers and where an investor can actually use it.

The frame is set by the Foreign Investment Law, which directs government departments to simplify procedures, raise efficiency and optimise services, and to publish foreign-investment guides. The 2025 China Foreign Investment Guide (published annually by MOFCOM since 2020) is the canonical reference for the service architecture, and it explicitly describes the promotion-service system, the key-project task force, the roundtable system and the online issue platform.

The “Invest in China” brand and portal

“Invest in China” is the national investment-promotion brand run by MOFCOM. Since 2023 it has matured into a standardised, systematic and routinised mechanism. MOFCOM reports five pillars: (1) a monthly foreign-invested-enterprise roundtable; (2) a task force for key foreign-funded projects; (3) a flagship fair (the China International Fair for Investment and Trade, Xiamen, each September); (4) facilitation of foreign business people’s work and life in China; and (5) bilateral investment-promotion working groups with major source economies.

A national digital comprehensive service platform is being built — a “Invest in China” portal that integrates information aggregation, consultation, professional support and two-way feedback. For an investor, this portal is intended to be a single digital entry point that answers “who to approach, where to go, and how to do it” when siting and landing a project, replacing the fragmented, city-by-city information that once forced foreign firms to solve the “who, where, how” problem alone.

Key project task force and roundtables

The task force for key foreign-funded projects assigns dedicated staff to serve FIEs “point-to-point, face-to-face” and handles raised issues on receipt. It operates an online issue-collection and processing system on the MOFCOM website, and runs a “service-in-action for foreign enterprises” campaign together with local governments. Since its launch it has resolved close to 3,000 difficulties and problems raised by FIEs.

The foreign-invested-enterprise roundtable, established in 2023, is held monthly and had reached 50 meetings by mid-2026, with over 2,000 enterprise participations. It is a two-way government–enterprise communication channel: a service window for on-the-spot answers and a feedback loop that feeds enterprise suggestions into policy design (several measures in the 2026 action plan originated from roundtable inputs). The mechanism is described by MOFCOM as a normalised, multi-level channel that has become an important window for foreign investors to understand China’s economic policy and grasp investment opportunities.

Local one-window service centres

On the ground, foreign-invested enterprises are typically set up through local government service centres (政务服务大厅 / 一网通办 platforms), which consolidate the steps that once sat in separate offices — market-regulation (business licence), tax, public-security (seal and residence registration), banking and foreign-exchange. Under the post-2020 information-reporting regime, incorporation no longer requires a separate commerce-department approval, so the local centre can handle the company set-up as a domestic-equivalent procedure and route the foreign-investment information report through the enterprise registration system.

Investors should treat the local centre as the practical “one-stop window” for formation, and the national “Invest in China” system as the channel for policy, promotion, major-project support and problem escalation that the local counter cannot resolve. The two layers are complementary: the local centre executes the routine set-up; the national system removes blockers that sit above the local level.

Where this helps — and where it does not

The service network is strongest on three fronts: information and guidance (the guide, portal, promotional events), major-project facilitation (task force, green channel), and issue resolution (roundtable, online system). It does not override the negative list, security review or merger control — those remain binding legal gates. An investor should use the service windows to accelerate procedure and surface blockers, not to assume a restriction has been waived.

A useful habit is to engage the system early: raise a structural or policy question through the roundtable or the online issue system before it becomes a deal-breaking blocker, and use the task force for projects that are large or strategically important enough to warrant dedicated support. The service windows are most effective as a preventative and escalatory tool, not as a last resort after a problem has already stalled a filing.

Common misreads

Investors often misjudge what the service network can do. One error is expecting a service window to waive a negative-list, security-review or merger-control requirement; the windows accelerate procedure and escalate problems, they do not override binding legal gates. A second is using only the local government service centre and never engaging the national “Invest in China” system, missing the task force, roundtable and issue platform that sit above the local level. A third is treating the system as a last resort after a blocker has already stalled a filing, rather than a preventative tool engaged at term-sheet stage. Used early and correctly, the network is a genuine accelerator; used as an afterthought, it adds little.

  • Start with the national “Invest in China” portal and the 2025 China Foreign Investment Guide for the canonical setup and service map.
  • For a large or strategically important project, ask the local commerce bureau about the key foreign-funded-project task force and its green channel.
  • Use the monthly foreign-enterprise roundtable channel (via MOFCOM or local FIE associations) to raise systemic issues, not just routine queries.

服务网络在三条战线最强:信息与指引(指引、门户、促进活动)、重大项目便利化(专班、绿色通道)、问题化解(圆桌会议、线上系统)。它不替代负面清单、安全审查或经营者集中——这些仍是刚性法律关卡。投资者应借服务窗口加速程序、暴露堵点,而非假定某项限制已被豁免。
